<br />PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />MAY 12, 2005 <br />A regularly advertised hearing on the application of WORLD BOTANICAL GARDENS, INC. <br />(SPP 04-005)was called to order at 4:29 p.m. in the County Building, Councilroom - Room 201, <br /> <br />25 Aupuni Street, Hilo, Hawaii, with Second Vice-Chairman Hannah Springer presiding. <br />PRESENT:Hannah Springer ABSENT & EXCUSED: Fred Galdones <br />C. Kimo Alameda Bill Graham <br />Andrew Iwashita Jeffrey McCall <br />Allen Salavea <br />Rene Siracusa <br />Rodney Watanabe <br />Ivan Torigoe, Deputy Corporation Counsel <br />Christopher J. Yuen, Planning Director <br />Norman Hayashi, Planning Program Manager <br />PhyllisFujimoto,StaffPlanner <br />Jeff Darrow, Staff Planner <br />And approximately 20 people from the public in attendance. <br />APPLICANT: WORLD BOTANICAL GARDENS, INC. (SPP 04-005) <br />Continued hearing on the request for a Special Permit to allow the construction of a visitor <br />center, parking lot and related improvements on approximately 154,010 square feet (3.53 acres) <br />of land situated within the State Land Use Agricultural District. The site is part of the existing <br />World Botanical Gardens situated on the north side of Leopolino Road between Highway 19 and <br />the Old Mamalahoa Highway, Kamaee, North Hilo, Hawaii, TMK: 3-1-1: portion of 15. <br />SPRINGER:We now move to Agenda Item No. 2. The applicant is WORLD BOTANICAL <br />GARDENS, INC. This is SPP 04-005. This is a continued hearing on the request for a Special <br />Permit to allow the construction of a visitor center, parking lot and related improvements on <br />approximately 154,010 square feet (3.53 acres) of land situated within the State Land Use <br />Agricultural District. Going to the map on the board, first of all, the overall <br />location map, the subject property is indicated by this orange dot. It is situated on the mauka <br />side of the Hawaii Belt Highway or Highway 19. This would be going towards the Hilo <br />direction, and this would be in the Hamakua direction.
