IWASHITA:So am I to understand that he County doesnt claimtitle to this road? <br />HAYASHI:Maybe the Director can better respond to that. <br />SPRINGER:Mr. Yuen. <br />YUEN:Im not sure. I believe its a County road, simply by the fact that it <br />provides a connection from the old County road to the State Highway. Its definitely not a State <br />Highway. The applicant says its a County road. The County Public Workss letter says its not <br />currently maintained by the County and that ownership is uncertain. Unless its included in <br />somebodys title as a private road, then its either State or County; and its not State so it almost <br />has to be County. <br />In answer to your other question on access on the Old Highway coming out to the main Highway <br />closertoHakalau,theanswerisno.Themapshowsthatbutthatconnectiondoesntactually <br />exist on the County -. <br />IWASHITA:So thats just paper? <br />YUEN:Thats just paper, yes. <br />IWASHITA:And the County owns that paper, that part of the paper road? <br />YUEN:The County, that would be a paper County road, yes. <br />IWASHITA:Thank you. <br />SPRINGER:Thank you, Commissioner. Considering that Hakalau Forest National Wild Life, National Forest <br />is mauka of the property and that on-shore winds have the potential to disperse seeds mauka, and <br />because of the fact that we had so much trouble at Onomea, especially regarding the dispersal of <br />miconia seeds all over the Hamakua coast but elsewhere on the island as well, Im wondering <br />why there was or if, Im wondering if there were letters sent to the National Wild Life Reserve at <br />Hakalau and to the Ag Department, especially their Big Island Invasive Species Committee, <br />regarding input from them on this project; and if not, why not. <br />SPRINGER:Thank you, Commissioner Siracusa. Mr. Hayashi? <br />HAYASHI:Both agencies were not submitted the application for comment. <br />SPRINGER:Commissioner Siracusa, follow up? <br />SIRACUSA:Yes, I feel uncomfortable about that. I feel that the input from those two <br />agencies would be extremely germane to this decision, even though were not talking specifically <br />about them increasing their plant collection in this.
