There may be differences in the way we carry out certain <br /> things however, we are one department and as the chief, she would put that <br /> out to the department in her expectations and visions that we are one <br /> department. Seek suggestions from command staff, such as how can we <br /> show unity, instead of being seen as "Area I vs. Area II" or "east vs. west." <br /> Spreading that out in the message, ask commanders how can they improve <br /> in that area, looking for their suggestions, taking those, and putting a plan <br /> into action. Talking to the officers, meeting with them, and expressing our <br /> vision, and our expectations, so that we can all be on the same page and <br /> operate for the most part in the same professional manner. <br /> ➢ Benjamin Moszkowicz stated as the chief, it's going to be impossible to <br /> change a culture from the top. Whoever gets the job, if they try to impose <br /> something down it's not going to happen. They're going to keep running into <br /> roadblocks. The key for him is to find out what common ground lies between <br /> the two parties. Find the common ground and use that to build. He <br /> guarantees that the officers in Hilo and Kona took the job for the same <br /> reason. They are all type A individuals and they like to complete which can <br /> cause division sometimes. He thinks focusing on unity and common values is <br /> important. He also thinks it's important to identify which best practices work <br /> in one area or the other and based on that starting point of finding those <br /> common values to then impose the standardization where possible. On <br /> Oahu, there are different patrol districts and some things just don't work as <br /> well in Waikiki as it they do in Waianae. That's to be expected, policing is a <br /> little different in those two districts. Whoever gets this job is going to have to <br /> involve the men and women who are on the beat doing the job and get them <br /> to buy into this idea that we're one department and after that, the dominoes <br /> start to fall. <br /> ➢ Edward Ignacio stated that he has a different perspective. He worked as a <br /> federal partner on this island. He saw that happening every single day. As a <br /> federal partner, he tried to do things with the department. It wasn't the <br /> individuals that he was working with, it was the procedures that seems <br /> inconsistent between Area I and Area II. As someone who wanted to help the <br /> community and use his outreach and breadth of experience, it was kind of <br /> frustrating. As stated earlier during one of the testimonies, regarding other <br /> federal partners, they all had that problem, and it was very hard. You want to <br /> do what's right, but sometimes it works better in Kona and sometimes it <br /> works better in Hilo and there's no consistency. Seeing that, he wants <br /> consistency, he wants it to be unified and they have to do that through <br /> leadership and getting on the same page. As chief, he plans on spending at <br /> least one day working out of Kona. He understands Hilo is the base, and he <br />
