We need a police chief who is truly <br /> awake to real people and private media sites where the truth is being spoken. No police <br /> chief can act if they don't have the truth. The chief also needs to be willing to act on it <br /> because the next phase that we're going into will be worse than the last phase. She <br /> stated children are being targeted, they are now being sterile. The number of cases of <br /> deaths and other things that are happening, it's literally taking out the human race and <br /> we're all just going along with it. The police are there to enforce the people that are <br /> propagating this murder and the false things that are happening. We need someone <br /> who is in the know, willing to see the truth, and willing to act on it. The police chief is <br /> the only one who would be standing in the way of our corrupt government. We also <br /> need a police chief who will allow the people the right to carry arms. We also need a <br /> police chief who will not be bought out because of money and threats to their family. <br /> • James O'Connor came before the commission. He stated all four applicants don't jump <br /> off the paper to him. He explained that he has 28 '/z years of experience in the Hawaii <br /> Police Department. The three things you need to be an effective chief from day one are <br /> time in administration, internal affairs, and/or CALEA. When you're the police chief, <br /> you're not doing the work, you're not out there taking cases, you're the manager of <br /> people. You need administrative experience; internal affairs, working with the union, <br /> discipline, CALEA getting the department accredited, and all the different policies and <br /> procedures. When he looks at the candidates, they don't have that experience. The <br /> former Chiefs; Lawrence Mahuna, Harry Kubojiri, and Paul Ferreira, all had that <br /> experience. He's not saying that any of these four applicants can't be a good chief in <br /> time. One thing that Honolulu should've taught everyone is when you bring in a chief <br /> that doesn't have that experience, you have some issues and they put people in places <br /> that shouldn't be there as well, they promote people to be deputy chiefs that probably <br /> shouldn't have been there. He stated that he knows the four candidates personally and <br /> professionally and he's speaking from his professional experience. He stated there are <br /> two issues with the police department right now. The first one is training. He explained <br /> that he's not talking about recruit class training, Sergeant Pagan and his staff does a <br /> great job getting recruits prepared. He's talking about the training of officers already in <br /> the department. He stated that the department doesn't do a good job at that at all and a <br /> lot of that is on administration. He believes that the patrol men in this department feel <br /> that hard work doesn't mean anything because when you get promoted, it's about <br /> seniority. How do you change that? You need a new chief to come in and say it's not <br /> about seniority anymore, you'll get points for seniority on the test, but after that, <br /> everybody should be equal. He feels Paul Applegate could be the best chief for this <br /> department moving forward. <br /> Recess was called at 10:15 a.m. the meeting reconvened at 10:25 a.m. <br /> EXECUTIVE SESSION <br />
