25. Traffic: According to the applicants, the previously approved vehicular movements of 10- <br /> 25 vehicles per day will remain the same. Therefore, there will be no increase in traffic to <br /> and from the subject property. Further, the County Police Department does not anticipate <br /> any significant impact to traffic and/or public safety concerns with the approval of request. <br /> PUBLIC SERVICES AND FACILITIES <br /> 26. Access: The primary access to the subject property is from Ilima Street, approximately 100 <br /> feet southwest of its intersection with Kea`au-Pahoa Road (Highway 130). Ilima Street is <br /> privately owned and maintained by the Orchidland Community Association (OLCA) and <br /> consists of an approximately 20-foot-wide pavement within a 40-foot-wide right-of-way. <br /> 27. Water: The Department of Water Supply(DWS)is currently servicing the subject property <br /> with an existing water meter fronting the parcel.According to the applicants,no further units <br /> of water, alterations, or changes to its existing services will be necessary to support the <br /> requested special permit amendment. DWS noted that following review of the present <br /> request, they have no objections to the requested time extension or to deletion of the time <br /> limitation of the existing special permit. <br /> 28. Fire Prevention: According to the Fire Department, Fire Department access and water <br /> supply shall comply with Chapter 18 of the 2018 Hawai'i State Fire Code and Chapter 26 of <br /> the Hawai'i County Code. The applicants responded to Fire comments, noting that the <br /> applicants complied with Fire Code requirements in conjunction with the building permit <br /> process when the use was initially established. <br /> 29. Wastewater: There is no County sewer system servicing this area. Currently, the subject <br /> property is being serviced by an existing cesspool that was permitted in 1971 concurrently <br /> with the new single-family dwelling. According to the Department of Environmental <br /> Management (DEM), the applicants shall follow Department of Health (DOH) regulations <br /> for wastewater disposal. In a letter dated January 25, 2013, DOH stated that the applicants <br /> may continue to utilize the existing cesspool provided that the residential wastewater flows <br /> do not exceed 1,000 gallons per day, and that the non-residential use (auto repair shop) does <br /> not serve 20 or more people per day.The applicants have responded to comments from DEM, <br /> noting that the applicants complied with DOH wastewater requirements in conjunction with <br /> the building permit process when the use was initially established. The applicants proposed <br /> no changes to its business operation. <br /> -4- <br />
