It was moved by Commissioner Graham and seconded by Commissioner McCall that the <br />application be approved based on the Planning Director€s recommendation, and including <br />the proposed conditions. A roll call vote was taken and motion carried with six ayes <br />(Graham, McCall, Galdones, Iwashita, Siracusa, and Alameda) and three absent and <br />excused (Salavea, Springer and Watanabe). <br />REZ 05-022The Commission took this item up at 10:12 a.m. with <br />CHRISTOPHER approximately 16 people from the public in attendance. <br />RAYMOND <br />WAIKOEKOE, <br />HAMAKUA <br />APPLICANT: CHRISTOPHER RAYMOND (REZ 05-022) <br />Change of Zone for 34.5 acres of land from an Agricultural 20-acre (A-20a) to a <br />Family Agricultural 3-acre (FA-3a) district. The property is located along south side of <br />the Mamalahoa Highway, approximately2,750feet southeast of the Mamalahoa <br />Highway ƒ Hawaii Belt Road intersection. Waikoekoe, Hamakua, Hawaii, <br />TMK: 4-7-7:48. <br /> <br />Commissioner Siracusa suggested this matter be continued to the next Hilo meetingwhen <br />the recommendations are in place and the Commissioners have had a chance to do a <br />proper review of the application. <br />Upon Commissioner Galdones€ inquiry, Mr. Darrow explained that as concerns were <br />raised that the request would trigger the requirements for affordable housing and <br />extensive improvements to the waterline, the Planning Department wanted to give the <br />applicantanopportunitytoreconsiderhisapplicationandsubmitachangeofzone <br />application from Agricultural 20 acres to Agricultural 5 acres. He said the applicant€s <br />response was not received in time for the Planning Department to generate a <br />recommendation for the current application. He stated that the applicant has verbally <br />informed the Department that he would like to proceed with the application as is, even <br />with the affordable housing and water improvement conditions. <br />Commissioner Galdones agreed with Commissioner Siracusa that the hearing should be <br />continued to give the Commissioners an opportunity to have a full review of the <br />application. <br />Director Yuen clarified that the Department is now asking the matter be continued but <br />asked that staff be allowed to give a brief description of the application, the applicant be <br />given an opportunity to comment on the matter, and the public be allowed to provide <br />testimony. <br />Commissioner Galdones commented that with the public€s and applicant€s understanding <br />that no action is going to be taken today and the hearing will be continued, he has no <br />objection in allowing testimonies from the applicant and public today. <br />3 <br /> <br />
