ATTA: Right now our plan is to do 30 percent affordable and to do it on that <br />mauka land. That’s our plan. <br />DOMINGO: On property? <br />ATTA: Yes. <br />WATANABE: Did you say 30 percent? <br />ATTA: Yes. That’s been, that’s what we started from the start. We know that <br />the County requirement is 20 percent but from the very beginning we’ve been saying that, <br />you know, we’ll be doing 30 percent, although the condition is just standard County, and <br />that’s fine. But, you know, from our plans we’ve always had 30 percent as our plan. <br />WATANABE: Okay, thank you. Yes, Ms. Bowman. <br />BOWMAN: I want to apologize because I think, like Ms. Siracusa, I have not had <br />time to really embellish your project. But, in my review, you know, you state that the project <br />barely exceeds the 50 trip minimum threshold for the TIAR and you have noted that Alii <br />Drive is already, has problems. There’s a certain thing as a holding capacity and sometimes <br />if you go over that threshold -. So I think we need to be cognizant of that. And it says a <br />development that will generate 50 or more trips at the a.m. or p.m. peak hour, so I don’t <br />know, that’s a.m. or p.m. peak hour -. <br />ATTA: I think the p.m. peak is the key but to clarify that I’d like to bring <br />Randy Okaneku our traffic engineer to give a more detailed and broader explanation on that <br />analysis. Randy? <br />WATANABE: Okay, Mr. Kaneko (sic), would you raise your right hand, please. Do <br />you swear or affirm to tell the truth now before the Planning Commission? <br />OKANEKU: I do. <br />WATANABE: And would you formally state name and address, please, for the <br />record. <br />OKANEKU: My name is Randall Okaneku. I’m with the Traffic Management <br />Consultant. I prepared the traffic study for La‘ipala Makai. My address is 1188 Bishop <br />Street, Honolulu, Hawaii 96813. <br />WATANABE: You may proceed. <br />OKANEKU: I want to clarify the questions on Alii Drive. The problem on Alii <br />Drive is not the facility itself. It’s the intersection of Alii Drive and Queen Kalama Avenue. <br />That’s where the problem occurs, the current problem occurs right now.
