s. Assist the further development of the agriculture through the protection of <br /> important agricultural lands. <br /> t. Assist in the promotion of the agriculture industry whose products are <br /> recognized as being produced on the island of Hawai`i. <br /> y. Encourage new industries that provide favorable benefit-cost relationships <br /> to the people of the County. Benefit-cost relationships include more than <br /> fiscal considerations. <br /> 4.2 Goals <br /> a. Define the most desirable use of land within the County that achieves an <br /> ecological balance providing residents and visitors the quality of life and <br /> an environment in which the natural resources of the island are viable and <br /> sustainable. <br /> 6.2 Goals <br /> a. Protect, restore, and enhance the sites, buildings, and objects ofsignificant <br /> historical and cultural important to Hawaii. <br /> b. Appropriate access to significant historic sites, buildings, and objects of <br /> public interest should be made available. <br /> 7.2 Goals <br /> a. Protect,preserve, and enhance the quality ofareas endowed with natural <br /> beauty, including the quality ofcoastal scenic resources. <br /> b. Protect scenic vistas and view planes from becoming obstructed. <br /> c. Maximize opportunities for present and future generations to appreciate <br /> and enjoy natural and scenic beauty. <br /> 8.2 Goals <br /> a. Protect and conserve the natural resources from undue exploitation, <br /> encroachment, and damage. <br /> c. Protect and promote the prudent use of Hawai`i's unique,fragile, and <br /> significant environmental and natural resources. <br /> d. Protect rare or endangered species and habitats native to Hawaii. <br /> e. Protect and effectively manage Hawai`i's open space, watersheds, <br /> shoreline and natural areas. <br /> f. Ensure that alterations to existing landforms, vegetation, and construction <br /> ofstructures cause minimum adverse effect to water resources, and scenic <br /> and recreational amenities and minimum danger offloods, landslides, <br /> erosion, siltation, or failure in the event ofan earthquake. <br /> 15 <br />
