repeal of any rule of the Commission, whether initiated by Commission order or <br />notice, or by petition of an interested person. [Eff. 10-20-02] <br />§200-5 The Commission. <br />(a) Office. The office of the Commission is located in the County's Department <br />of Human Resources in Hilo, Hawaii. All communications to the Commission shall <br />be addressed to the Hawaii County Salary Commission, c/o The Director of <br />Human Resources, County of Hawaii, Aupuni Center, 101 Pauahi Street, Suite 2, <br />Hilo, Hawaii 96720, unless otherwise specifically directed. <br />(b) Election of Officers. The Commission shall elect a chairperson and a vice <br />chairperson from its membership annually. The chairperson shall be the presiding <br />officer of the Commission. The vice chairperson shall serve as the presiding <br />officer during the temporary absence, illness, or disqualification of the <br />chairperson. In the absence of the chairperson and the vice chairperson, the <br />Commission shall elect a chairperson pro tempore, who shall preside at the <br />meeting. <br />(c) Meetings. The Commission shall meet in the Council Chambers, Hawaii <br />County Building, or such other public place as the Commission may designate. <br />(1) Open meetings. All meetings of the Commission, except executive <br />meetings, shall be open to the public. <br />(2) Executive meetings. The Commission may hold an executive meeting, <br />closed to the public, upon an affirmative vote, taken at an open meeting, <br />of two-thirds of the members present; provided the affirmative vote <br />constitutes a majority of the members to which the Commission is entitled. <br />The vote of each member on the question of holding a meeting closed to <br />the public and the reason for holding such a meeting shall be recorded <br />and entered into the minutes of the meeting. A meeting closed to the <br />public may be held only for one or more of the following purposes: <br />(A) To consult with the Commission's attorney on questions and <br />issues pertaining to the Commission's powers, duties, privileges, <br />immunities, and liabilities; <br />(B) For any other specific purpose permitted under HRS § 92-5 (as <br />amended). <br />(3) Chance meetings. The rules governing meetings shall not apply to <br />any chance meeting, as defined under HRS§ 92-2, at which matters <br />relating to official business are not discussed.
