The proposed project would remove permitted non-conforming structures from the <br /> shoreline setback area. All new improvements are proposed outside of the 40-foot <br /> shoreline setback area. Thus, this project represents a real-world implementation of <br /> shoreline retreat. A shoreline survey of the parcel certified in January 1998 shows that the <br /> shoreline follows the seaward face of the existing nonconforming seawall (Figure 6). As <br /> such, the applicant requests a waiver from the requirement to submit a new shoreline <br /> survey as the existing seawall has fixed the shoreline in place. A statement from Wes <br /> Thomas &Associates is provided affirming the condition of the seawall (Exhibit A). See <br /> Figure 7-9 for photos of the seawall. <br /> This area of Puak6 is primarily developed with single-family residences. The proposed <br /> new dwelling and associated improvements will be in keeping with the style and square <br /> footage of many of the surrounding homes. <br /> As the requested improvements are located entirely within the Special Management Area <br /> and the project valuation will exceed $500,000, the applicant is submitting a Special <br /> Management Area(Major) Use Permit application for review and approval by the <br /> Hawai`i County Planning Department and Leeward Planning Commission. <br /> Proiect Obiectives <br /> The applicant wishes to demolish the existing dwelling on the subject property and <br /> replace it with a new single-family dwelling and associated improvements. The new <br /> dwelling will be constructed to current Building Code standards and be in alignment with <br /> all County Zoning regulations and recent changes to shoreline setback regulations. The <br /> existing dwelling is a cedar house kit, which will be disassembled for reuse off site. The <br /> new dwelling will also utilize building material from the old dwelling including koa <br /> wood. <br /> Project Components <br /> The project involves the complete demolition of the existing single-family dwelling on <br /> the subject property and the reconstruction of a new single-family dwelling. The <br /> proposed new dwelling would reach a maximum height of twenty-six (26) feet on the <br /> north end, contain four(4)bedrooms, and five and a half(5.5)bathrooms. It will also <br /> include two (2) 2-car garages, a new aerobic advanced wastewater treatment unit to <br /> replace an existing septic system, and an in-ground swimming pool/spa. Access to the <br /> property will remain from Puak6 Beach Drive, a County owned and maintained roadway. <br /> Regarding the Shoreline/Coastal Public Access, there is an established public shoreline <br /> pedestrian access point adjacent to the property to the north. This access will remain <br /> unaffected by this project. As the subject property has already contained a single-family <br /> dwelling for several decades, the site is already served by all required utilities. <br /> Additionally, the project would provide economic opportunities by creating short-term <br /> construction work associated with building the new dwelling and related infrastructure. <br /> 10 <br />
