RECESSEDThe Chair called a short recess at 10:55 a.m. <br />RECONVENEDThe Chair reconvened the meeting at 11:05 a.m. <br />SMA 03-014The Commission took this item up at 11:05 a.m. with <br />PAUL BLECK, A.I.A.approximately 22 people from the public in attendance. <br />WAIAHA, <br />NORTH KONA <br />APPLICANT: PAUL BLECK, A.I.A. (SMA 03-014) <br />Special Management Area Use Permit to allow the development of a two-story office building <br />and related improvements. The property is located between Walua Road and Kuakini Highway, <br />approximately 350 feet northwest of the Walua Road Î Lunapule Road junction, Waiaha, North <br />Kona, Hawaii, TMK: 7-5-18:7. <br />Mr. Hayashi oriented the Commission and public of the subject and surrounding properties on <br />the location map and site plan, summarized the request, and noted the Planning Director <br />recommended approval of the application with conditions. <br />For Mr. FujikawaÓs information, Mr. Fuke noted access to the property would be from Walua <br />Road. <br />In response to Commissioner SpringerÓs inquiry, Mr. Emler said he believed the issue of <br />adequate sight distance was addressed in the subdivision review and grading processes, although <br />the Department of Public Works did not actually survey the area. Commissioner Kubota said she <br />would hope that the Department of Public Works would make sure adequate sight distance is <br />complied with and not just leave it up to an applicant. <br />The applicant, Paul Bleck, stated he did receive the Planning DepartmentÓs Background Report <br />and Recommendation and had no objections to the proposed conditions of approval. <br />In response to Commissioner FujikawaÓs inquiry, Mr. Bleck stated the building pad is in place <br />and it was approved by the County. <br />There was no one from the public wishing to testify on this agen <br />It was moved by Commissioner Fujikawa and seconded by Commissioner Springer that the <br />public hearing be closed. Motion was unanimously carried by a voice vote of all Commissioners <br />in attendance. <br />It was moved by Commissioner Fujikawa and seconded by Commissioner Smith that the <br />application be approved based on and incorporating the Planning DirectorÓs recommendation. A <br />roll call vote was taken and motion carried with eight ayes (Fujikawa, Smith, Springer, <br />Thibadeau, Kubota, McCall, Mina and Galdones) and one absent and excused (Graham). <br />2 <br /> <br />
