State Land Use Agricultural District. The request is to increase the permit area to 14.75 <br />acres and to also allow truck storage, parking, service, maintenance and fueling facilities, <br />baseyards, car towing and storage facilities, and related uses. The area involved is <br />located south of the existing West Hawaii Concrete facility and approximately 1,500 feet <br />mauka of Hawaii Belt Road (State Highway 190), Waikoloa, South Kohala, Hawaii, <br />TMK: 6-7-1: portions of 25 and 36. <br />Mr. Darrow oriented the Commission and public of the subject and surrounding <br />properties on the location map and site plan, summarized the request, and noted the <br />Planning Director recommended approval of the application with conditions, as amended. <br />The applicantÓs representatives, William Moore and Brandy Beaudet, were in attendance. <br />Mr. Moore stated they did receive the Planning DepartmentÓs background report and <br />recommendation and they have no objections to the proposed conditions on landscaping <br />as it will address the concerns of visual impact of their facility and, also, screen the West <br />Hawaii Concrete facility. <br />In response to Commissioner KubotaÓs inquiry, Mr. Moore explained that traffic will be <br />reduced as the truck operators already working in this general area would now able to <br />obtain fuel and park in this area rather going to Waimea, Kawaihae or Kona. <br />There was no one from the public wishing to testify on this agenda item. <br />Mr. Yuen could not respond to Commissioner GrahamÓs inquiry on why the State Land <br />Use Commission did not express their concerns, as it did with many other applications, of <br />projects that appear to be parceled into 15 acres of less to avoid consideration by the <br />Land Use Commission. <br />It was moved by Commissioner Kubota and seconded by Commissioner Springer that the <br />application be approved based on and incorporating the Planning DirectorÓs <br />recommendation. A roll call vote was taken and motion carried with seven ayes (Kubota, <br />Springer, Graham, Mina, Smith, Thibadeau, and Galdones) and two absent and excused <br />(Fujikawa and McCall). <br />SMA 03-011The Commission took this item up at 9:30 a.m. with <br />KOA VENTURES, LLCapproximately 35 people from the public in attendance. <br />PUAPUAA, <br />NORTH KONA <br />APPLICANT: KOA VENTURES, LLC (SMA 03-011) <br />Special Management Area Use Permit to allow the construction of a 4-story, 32-unit <br />condominium building and related improvements.
