E. Water <br /> County water is provided to the Retreat through water lines installed by the Applicant <br /> from a meter located at Akoni Pule Highway. <br /> F. Solid Waste <br /> Pursuant to Condition 9 of the SPP, the Retreat received approval of its solid waste <br /> management plan from the Department of Environmental Management. This plan <br /> includes composting of all green waste, paper, cardboard, and food waste. It will <br /> continue to be implemented. <br /> G. Other Essential Utilities and Services <br /> The Retreat produces its own electricity with 60 photovoltaic panels, large storage <br /> batteries, converter panels, and a back-up generator. The Retreat is not connected to <br /> the electrical grid. Water is heated with numerous solar panels. Telephone lines were <br /> laid concurrently with the water lines. <br /> H. Compliance Report <br /> Condition 2 of the Special Permit required the Applicant to provide a report of its <br /> activities prior to issuance of the occupancy permit. In a letter, dated November 11, <br /> 2007, such a report was provided to the Planning Department. (Exhibit D) The letter <br /> outlines how the Applicant has addressed conditions relating to public access, advisory <br /> board, access, and any complaints. <br /> VII. JUSTIFICATIONS FOR AMENDMENT TO SPECIAL MANAGEMENT AREA PERMIT <br /> No. 415 AND SPECIAL PERMIT No. 117 <br /> Based on the foregoing, it is concluded that the proposed improvements are consistent <br /> with the objectives, policies and guidelines of the Special Management Area Rules and <br /> Regulations. Specifically: <br /> SPECIAL MANAGEMENT AREA <br /> The subject site is situated within the County Special Management Area (SMA). As <br /> such, this section covers the project's relationship to the goals and policies of the SMA. <br /> A. Recreational Resources <br /> The proposed improvements should not have any adverse impact to the recreational <br /> resources of the area. Although a coastal property, the area is outside of the <br /> Conservation District. Notwithstanding the location of the Retreat, it has already <br /> provided coastal access with parking for the public in accordance with a County <br /> 11 <br />
