D. Coastal Ecosystem <br /> The proposed hale should not generate any adverse impacts to the area's coastal <br /> ecosystem. None of the improvements should generate significant site-generated <br /> water. They could — like a typical residence — easily be dissipated within the ground. <br /> If needed, a site drainage plan can be prepared and, if needed, required mitigative <br /> improvements implemented. Thus, the project's impacts to the groundwater and <br /> nearshore waters should be negligible, if at all. <br /> Finally, the project's wastewater will be addressed through a system of septic <br /> system approved by the State Department of Health. <br /> E. Economic Uses <br /> The project itself should have some significant direct and indirect. economic impacts, <br /> due to the short-term and long-term jobs this project could potentially generate. The <br /> short-term jobs would be principally in the construction industry. The long-term <br /> direct employment impact would come in the form of possibly up to five (5) new full <br /> and/or part-time employees for the overall Retreat. Additionally, there would be <br /> indirect employment created through the project's multiplier effect. <br /> At the same time, by providing a convenient area for employment, it would minimize <br /> drive time for many area workers who would otherwise have to travel outside of the <br /> district to their place of employment. These people could more productively utilize <br /> the time lost on the road. <br /> F. Coastal Hazards <br /> The site is designated "X" on the Flood Insurance Rate map. However, it is located <br /> within the Civil Defense Tsunami Evacuation Zone. The Applicant will continue to <br /> take measures to institute appropriate educational and training protocols for their <br /> employees and other tenants in times of a tsunami. <br /> As the site is not located adjacent to the shoreline, normal winter storm waters <br /> should not be an issue for this project. <br /> Based on the foregoing, it is concluded that the proposed improvements are <br /> consistent with the objectives, policies and guidelines of the Special Management <br /> Area Rules and Regulations. Specifically: <br /> A. The proposed project will not have any substantial, adverse environmental <br /> or ecological effect. Any effect that may result will be minimized to the <br /> extent practicable and is clearly outweighed by public health, safety and <br /> welfare, and other compelling public interest. <br /> 13 <br />
