BPDinitiatedKMRREZREZrep eal. crk.3.6.23 <br />COUNTY OF HAWAI`I PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />PLANNING DIRECTOR INITIATED <br />REPEAL CHANGE OF ZONE ORDINANCE NOS. 95 70 and 98 63 (REZ 798) <br />The Planning Director has initiated the repeal of Change of Zone Ordinance No. 95 70 and <br />No. 98 63, which amended Section 25-8-2 (North and South Kona Districts Zone Map), Chapter <br />25, Article 8, of the Hawaii County Code 1983 (2016 edition, as amended), by reverting the <br />current zoning of the subject properties from Agricultural 1-acre (A -la), Agricultural 3-acres <br />(A-3a), Agricultural 200-acres (A-200a), Agricultural 255-acres (A-255a), and Agricultural <br />8,000-acres (A-8000a) to their original, Agricultural 20-acres (A-20a) zoning district for <br />11,185.708 acres of land. The rezone area, consisting of six parcels begins approximately 1.2 <br />miles east (mauka) of Hawaii Belt Road in the vicinity of Greenwell Mountain Road and <br />extends approximately 8.6 miles further east (mauka) at Kealakekua, Kiloa, Waipunaula, <br />Kalama, Kumu, and Kalamakowali, North Kona, Hawaii, TMKs: (3) 8-2-012:001, 012, 014 <br />(por.), 015 and (3) 8-2-001:101 (por.) (Formerly Tax Map Keys: 8-2-012:012 and a portion of <br />001.). <br />PLANNING DIRECTOR'S REQUEST <br />Request: The Planning Director is initiating a request to repeal Ordinance Nos. 95 70 <br />and No. 98 63 in response to a written request submitted by representatives of the <br />landowners of 5 parcels (or portions thereof) totaling approximately 11,185.708 acres of <br />land. The ordinances sought to rezone parts of two properties from Agricultural 20-acres <br />(A-20a) to Agricultural 1-acre (A -la) for 787.589 acres of land, Agricultural <br />3-acres (A-3a) for 1,836.537 acres of land, Agricultural 200-acres (A-200a) for 200 acres <br />of land, Agricultural 255-acres (A-255a) for 255 acres of land, and Agricultural 8,000- <br />acres (A-8000a) for 8,106.309 acres of land. According to the request, the repeal would <br />revert the zoning of these lands back to their original, Agricultural 20-acres (A-20a) <br />zoning district. The landowners also request that the Planning Director concurrently <br />process revocation of the related Use Permit No. 121 (for 18-hole golf course) and <br />Special Permit 898 (private recreational center) issued for the project area.
