APPLICANT: VOICESTREAM PCS II CORPORATION (SPP 03-015) <br />Special Permit to allow the construction of a 100-foot lattice telecommunication tower, <br />appurtenant equipment cabinets, chain link fence enclosure, and related improvements on <br />a 10,000 square foot area within the State Land Use Agricultural District. The area is a <br />portion of a 2-acre lot located at the southeast corner of Palm Parkway and Reef Circle <br />Mauka within the Hawaiian Ocean View Estates Subdivision, Kahuku <br />TMK: 9-2-62: portion of 54. <br />Mr. Darrow oriented the Commission and public of the subject and surrounding <br />properties on the location map and site plan, summarized the request and noted the <br />Planning Director recommended approval of the application with conditions. He said <br />that four other telecommunication companies would be able to co-locate on the tower, <br />noting all equipments will be painted with a non-reflective pain <br />impacts. He added the applicant initially wanted to construct the tower on the American <br />Tower Corporation site located on the Hawaiian Rancho Road Maintenance property, but <br />the permit on the American Tower Corporation site was revoked. <br />The applicantÓs representative, Wayne China, stated he did receive the Planning <br />DepartmentÓs background report and recommendation. <br />In response to Commissioner KubotaÓs inquiry, Mr. China said their structure will be a <br />three-legged lattice tower. <br />It was moved by Commissioner Fujikawa and seconded by Commissioner Kubota that <br />the application be approved based on and incorporating the Planning DirectorÓs <br />recommendation and conditions. A roll call vote was taken and motion carried with nine <br />ayes (Fujikawa, Kubota, Graham, McCall, Mina, Smith, Springer, T <br />Galdones). <br />MINUTESThe Commission took up the following minutes at this <br />time, 12:45 p.m. <br />June 20, 2003, August 1, 2003, September 11, 2003 Î It was moved <br />Kubota and seconded by Commissioner Springer that the minutes be approved as <br />circulated. Motion was unanimously carried by a voice vote of all Commissioners in <br />attendance. <br />September 22, 2003 Î The Commission deferred approval of the min <br />meeting. <br />ADMINISTRATIVE The following were discussed under administrative matters <br />MATTERSat this time. <br />Doutor Coffee Company Î Ms. OÓToole noted that Dean Yokoyama appealed the <br />granting of the Special Permit and that Kulana Huli Honua has also filed a similar appeal. <br />6 <br /> <br />
