Public Works - DPW is currently working on these major projects: <br />• The Kalaniana`ole Avenue Reconstruction, Kamehameha/Railroad Avenue to Ka`uhane <br />Avenue, is valued at $22 million. The project is in collaboration with the State <br />Department of Transportation (DOT) and includes multi -use accessibility and the <br />enhancement of roadway capacity, operations and safety for motorists, bicyclists and <br />pedestrians. The work involves the widening of Kalaniana`ole Avenue to add for a <br />concrete curb, gutter and sidewalk, a paved shoulder, bicycle lanes, utility relocation and <br />the installation of a new waterline. The projected completion date is in December 2022. <br />• The Hawaii County Emergency Call Center is valued at $31 million. The project <br />includes a new 17,127 -square -foot essential facility building for the Police and Fire <br />Dispatch. The project generally consists of site work, a parking lot (58 parking stalls), <br />loading zones, landscaping, redundant generators, a fuel tank, and a communication <br />tower. The projected completion date is March 2024. <br />• The Waikoloa Road Rehabilitation, Mamalahoa Highway to Queen Ka` ahumanu <br />Highway, is valued at $39 million and is scheduled to begin in May 2023. The project <br />includes resurfacing the asphalt concrete pavement. The projected completion date is in <br />September 2024. It is also a STIP project. <br />• The Kilauea Lava Recovery repairs is valued at $82 million and is scheduled to begin in <br />the Summer of 2023. This project will repair damages caused by the May 3, 2018 lava <br />flow. The project completion date is in the Fall of 2025. It is also a project of the Federal <br />Emergency Management Agency (FEMA). <br />Culture and Recreation — A high priority for the Department is the development and <br />implementation of its Action Plan, which includes a strategic plan, parks and cemetery <br />maintenance plans, discontinued use of glyphosate products in the parks and implementing a <br />Parks and Recreation's Homeless in the County working group. <br />Other Financial Information <br />Internal Control <br />The management of the County is responsible for establishing and maintaining an internal <br />control structure designed to ensure that the assets of the County are protected from loss, theft or <br />misuse and to ensure that adequate accounting data are compiled to allow for preparation of <br />financial statements in conformity with generally accepted accounting principles. The internal <br />control structure is designed to provide reasonable, but not absolute, assurance that these <br />objectives are met. The concept of reasonable assurance recognizes that (1) the cost of a control <br />should not exceed the benefits likely to be derived; and (2) the valuation of costs and benefits <br />requires estimates and judgments by management. <br />
