a change of zone of the property from resort to single-family residential, and not a review of the <br />layout of the subdivision. Mr. Mooers agreed with Mr. Hayashi that if this rezoning goes <br />through there is the possibility that the applicant may come in for a variance from the minimum <br />width requirement, which may or may not be approved by the Planning Director; or he would <br />have to readjust the boundaries by creating, perhaps, a flag lot along one of properties and have a <br />frontage from Puako Drive. <br />For Commissioner GrahamÓs information, Mr. Mooers said although the Puako Community <br />Association raised questions such as would the rezoning impact other lots and does it set a <br />precedence, it was supportive of the application because it decreases the potential density of the <br />site, decreases the potential height of the structures, and would set a precedence of actually <br />converting some of this resort land to residential. He noted there were concerns expressed by the <br />Association that the resort lands might actually be developed for such things as a hotel, <br />restaurant, bar, or any other permitted uses within the resort zone. He clarified that they did not <br />ask for a vote of the association as they only met with them a few nights ago. <br />It was moved by Commissioner Springer and seconded by Commissioner Mina to forward a <br />favorable recommendation to the Hawaii County Council based on and incorporating the <br />Planning DirectorÓs Background Report and Recommendation, with a change on page 3, Item 18 <br />of the Background by deleting ÐPuako Beach Drive is proposed for future road widening (10 feet <br />on each side) to a 60-foot wide right-of-way,Ñ and on Condition No. F by deleting ÐPlans shall <br />also delineate a 10-foot wide future road widening strip along the subject propertyÓs frontage on <br />Puako Beach Drive.Ñ The Chair acknowledged that the staff will make the necessary deletions in <br />the recommendation regarding the 60-foot roadway improvements. A roll call vote was taken <br />and motion carried with six ayes (Springer, Mina, Smith, Thibadead, McCall, and Galdones), <br />one no (Graham) and two absent and excused (Fujikawa and Kubota). <br />SLU 03-003 The Commission took this item up at 9:43 a.m. with <br />AND REZ 03-008 approximately 2 people from the public in attendance. <br />HOWARD RODGERS <br />OULI, <br />SOUTH KOHALA <br />APPLICANT: HOWARD RODGERS (SLU 03-003 AND REZ 03-008) <br />Applications for State Land Use boundary amendment from the Agricultural to the Rural District <br />and a Change of Zone from the Agricultural 5-acre (A-5a) to the Residential and Agricultural 2- <br />acre (RA-2a) district for approximately 6.36 acres of land. The property is located between <br />Kawaihae-Waimea Road and Kanehoa Street, and approximately 450 feet west (makai) of the <br />Kawaihae-Waimea Road and Kanehoa Street intersection, Anekona Estates Subdivision, Ouli, <br />South Kohala, Hawaii, TMK: 6-2-11:13. <br />Mr. Hayashi oriented the Commission and public of the subject and surrounding properties on <br />the location map and site plan, summarized the requests, and noted the Planning Director <br />recommended approval of the applications, with conditions on the change of zone application. <br />4 <br /> <br />
