The Commission conducted a site inspection of the subject property at 11:49 a.m. <br />(SEE EXHIBIT B). <br />The Hearings Officers and parties met in the driveway area makai of Alii Drive. The staff <br />explained the requested permit. <br />Mr. Yuen clarified for the public that the purpose of the site inspection today was for the panel to <br />see the subject area; and the Chair stated that any questions should be directed to her. <br />The panel walked to the mauka boundary to look at the three residential structures in the area. <br />Mr. Hayashi pointed out the mauka boundaries of the subject property and Sites 1 and 2 as stated <br />in the application, noting he was not sure of the location of the entrance to the State property of <br />the Keakealaniwahine complex. It was noted that the correct mauka boundary of the subject <br />property was not in the location of the existing stonewall but further makai where a lady was <br />standing to so indicate. <br />At Ms. SpringerÓs request, the panel, with the exception of Ms. Giffin, viewed Site 1, the <br />location of the Keakealaniwahine residence or the Pakiha enclosure. Ms. Roy introduced the <br />panel in the Hawaiian language, as is the Hawaiian custom, and the panel walked onto the State <br />property to the Pakiha enclosure. From there the panel looked in the makai direction to view the <br />ocean area and returned to the subject property, and Ms. Springer and Mr. Togashi then viewed <br />the south end of the property. <br />The panel then walked to the proposed parking area and then onto Site 3, with the exception of <br />Officer Giffin. At site 3, Mr. Hayashi pointed out the existing residential structure on the north <br />end of the property and the panel viewed Alii Drive and the ocean from this vantage point. The <br />panel then returned to the existing roadway. Upon the panelÓs inquiries, Mr. Vitousek pointed <br />out on the presentation map the driveway location, noting the driveway does not go completely <br />around the property but that there is a turn-around area on the north end of the property. <br />Mr. Vitousek also pointed out that the maximum height of the structures is approximately 36 <br />feet, pointing out that it was approximately the same height of the existing trees in the area. <br />Mr. Mooers paced out on the driveway approximately 20 feet, whic <br />the nearest structure to the property line. Mr. Torigoe cautioned the panel that the figures were <br />just an estimate. Staff noted that properties in the area which were granted SMA permits were <br />the Kaumalumalu Subdivision, Alii Kai Subdivision, and the GibsonÓs property. <br />The panel then left the subject property in their vehicles and turned right toward Kailua to view <br />the traffic situation in the area, turning around at the Kona Bali Kai parking lot. They then <br />proceeded to view the Keolonahihi property before returning to the Ohana Keauhou Beach <br />Resort. <br />The site inspection concluded at 12:38 p.m. <br />2 <br /> <br />
