you elevating enough, not only the flood plain become wider but the flood plain is going to <br />become higher. So we're trying to do that and be more conscientious in the zoning area, but I <br />don't have -, as apart from being aware that these -, the historical floodways that are shown on <br />the FEMA maps are not written in some kind of -, they're not some kind of absolute and we're <br />absolutely safe if we follow those and respect those. I don't have a solution right now? <br />SPRINGER:Thank you. And then the Mohouli Extension question. <br />YUEN:Okay. We didn't -, I don't know. I don't know how the Mohouli <br />Extension, which ends a half a mile or so uphill from this piece of property, really impacts the <br />traffic on Kilauea. I'm sure there's been a general growth of traffic on Kilauea just as there has <br />been on other areas, but the current phase of Mohouli Extension doesn't -, it ends up on <br />Komohana Street, which is say a half a mile away. <br />SPRINGER:Thank you. <br />BLACK:May I add some things? Is that appropriate? <br />FUJIKAWA:Just a minute. Are you done, Director? You may go ahead if only it's a <br />question. <br />BLACK:I can provide a little insight into what's happening with the Mohouli Street <br />Extension. Ever since that roadway was opened, what's happened is now Lanikaula Street has <br />become a conveyor belt for big trucks, a lot of them like from places like Glover that are going <br />out of the industrial area. Rather than taking the intersection at Mohouli and Kilauea, they take <br />Lanikaula Street. They can take it all the way up to Kumukoa and then make their left to go up <br />top, so we've had a huge increase in traffic. <br />And one of the things that the Ishiharas had mentioned when we were discussing it that was not <br />specifically outlined in my letter is that right now the traffic is so bad it's impossible to make a <br />left turn out of my driveway. I can't make a left turn out of my driveway, I have to go right. I <br />have to feed into the Kilauea intersection because I can't get out of my home without it. Now if <br />we put additional commercial development on Kilauea, then that just has that much more traffic <br />coming and going onto that street. To even suggest that eliminating the widening of the road is a <br />consideration is just not okay. <br />But the thing, just going back to the relevancy of this whole dialog, because I, again, you know, <br />you guys, this is your thing. This is not our thing. We're just trying to educate ourselves so we <br />can protect what we care about. It's my understanding that not every zoning change gets an <br />ordinance. Not every time you want to change zoning it goes to the County Council. Is that <br />correct? <br />YUEN:No. Every change of zone goes to the County Council, yes. <br />BLACK:Okay. Because when this ordinance was originally amended, on the first <br />read, it did have the language, it did say may initiate, and that was specifically struck out and <br />26 <br /> <br />
