In the letter that was received from Mr. Nagai dated February 28, 2010, there appeared to be a <br />possible change in the location where this mauka entrance might be located. So they may end up <br />moving it further makai. <br />This is a site photo. This is on KeaÒau-Phoa Road looking towards Pahoa. The subject property <br />is to the right. Orchidland Drive is to the right. You can see that KeaÒau-Phoa Road, as well as <br />the right-turn lane that enters into Orchidland Drive. <br />This is KeaÒau-Phoa Road looking towards KeaÒau. Again, we have Orchildand Drive on the <br />left. We have the subject property just beyond Orchidland on the left. We have a left-turn lane, <br />designated left-turn lane, that enters into the property. This is on Orchidland Drive facing makai <br />towards KeaÒau-Phoa Road. The subject property is on the left. At this time the <br />rockwall as well as a chain link fence that has been constructed. Additionally, at the time of the <br />photos there were trees planted along KeaÒau-Phoa Road; and the property had been mainly <br />graded and grubbed. Again, another picture of the subject property showing that itÓs at this time <br />vacant with no uses. <br />LEITHEAD TODD: Jeff, could you go back to the site plan, cause I think you misquoted the <br />representation from Mr. NagaiÓs letter. I think what he was talking about was not moving the <br />access but moving the parking lot from the mauka side abutting Mr. NagaiÓs property to the <br />makai side of the building, with the exception of handicap parking. <br />DARROW: Okay, I appreciate that. Thank you. So, as mentioned, apparently the parking will <br />be moved, not the access. Lastly, we have a photo, again, the subject property. This would be <br />the upper mauka entrance. This is identified as Mr. NagaiÓs property thatÓs on the adjacent <br />parcel just mauka of this property. <br />The Planning DepartmentÓs recommendation is that this application should be denied. The <br />reasons for the recommendation are based on several factors. No <br />unsafe conditions at the intersection of Orchidland Drive and KeaÒau-Phoa Road (Highway <br />130). The project is inconsistent with the General Plan LUPAG Map in this area. And, lastly, in <br />the past the Planning Commission has consistently denied similar requests for properties fronting <br />Highway 130. <br />The first area that we had spoken about regarding the unsafe conditions, just recently in May of <br />2010, a draft environmental assessment for the KeaÒau-Phoa Road improvements was just <br />released. Within that document one of the primary purposes for the improvements to KeaÒau- <br />Phoa Road is to improve safety for all travelers between KeaÒau-Phoa. This is on page 14. It <br />states within this report that the KeaÒau-Phoa corridor has a very high crash rate, much higher <br />than the StateÓs average. The need to improve safety and reduce the numbers and rates of <br />crashes is a compelling one that has driven much of the publicÓs concern for improvements in <br />this corridor. A major safety issue on KeaÒau-Phoa Road stems from the lack of gaps or <br />openings in traffic to accommodate turning or crossing vehicles. <br />3 <br />EXHIBIT A <br /> <br />
