As noted earlier, the applicant recently acquired the rights through <br /> an agreement of sale in 2021 to develop the subject properties. <br /> Being mindful of the time constraints, it proceeded immediately to <br /> address the construction and occupancy deadline of October 2023. <br /> It contracted the appropriate design consultants and, in the <br /> process, secured Final Plan Approval (Exhibit C); secured a <br /> grading permit (Exhibit D); and completed drafts of civil, electrical, <br /> and building plans (Exhibit E). <br /> The applicant is having those plans finalized and intend to submit <br /> them for building and related permits within the first quarter of 2023 <br /> and begin construction of this estimated $6-7 million project <br /> immediately thereafter. The construction phase is anticipated to <br /> take 18 months from issuance of all permits. Thus, completion by <br /> October 2023 would not be realistic. <br /> It should be noted that the applicant currently operates a water <br /> bottling facility in Hilo and produces and markets its product called <br /> "Waiakea Hawaiian Volcanic Water". The source of the water is <br /> proximate to the proposed site, where the water is shipped to Hilo <br /> for bottling and warehousing. That is less than the optimal <br /> economic situation. As such, the applicant is proposing to <br /> construct its own bottling and warehouse facility on the subject <br /> property. <br /> In spite of best efforts, the water bottling and warehousing facility <br /> cannot be realistically completed by October 2023. As such, it is <br /> requesting a reasonable window to complete the project- <br /> B. Consistency with County General Plan and Related Plans and <br /> Ordinances <br /> 1. General Plan LUPAG M� <br /> The County General Plan Land Use Pattern Allocation Guide <br /> (LUPAG) map designates most of the site Low Density Urban. <br /> This designation is designed to accommodate land uses that <br /> are "(S)ingle family residential in character, ancillary community <br /> and public uses, and convenience type commercial uses." <br /> Since the Special Permit was approved in 1993 and with its <br /> subsequent extensions, there have been no changes to the <br /> LUPAG map affecting the subject site. <br /> 2.
