<br />Analysis of Changes in Net Position
<br />Governmental activities. Governmental activities increased the County's net position by
<br />$83.6 million or basically all of the total growth in net position of the County.
<br />Total revenues increased by $8.3 million (2 percent). The combined total revenues for both the
<br />Operating and Capital grants and contributions also increased by approximately $19.5 million,
<br />which related mostly to increases in highways and streets projects being netted with decreases in
<br />sanitation. This overall increase in grants and contributions revenue was offset by decreases in
<br />the other revenue sources. The most significant decrease of $9.1 million was in real property
<br />taxes, which was due to a slight decline in the value of net taxable real property as evidenced in
<br />the accompanying statistical tables but is an improvement as compared to the decrease of $15.2
<br />million experienced in the prior year.
<br />Total expenses increased by only $347,055 (less than 0.5 percent).
