Governmental activities increased the County's net position by <br />$83.6 million or basically all of the total growth in net position of the County. <br />Total revenues increased by $8.3 million (2 percent). The combined total revenues for both the <br />Operating and Capital grants and contributions also increased by approximately $19.5 million, <br />which related mostly to increases in highways and streets projects being netted with decreases in <br />sanitation. This overall increase in grants and contributions revenue was offset by decreases in <br />the other revenue sources.
