Merit Appeals Board <br />August 30, 2022 <br />CHR. CABANAS: Okay. This is a lot for the staff to be administering. You know, the written <br />exams—and I know why the written exams are being administered because the Rules were <br />changed. You went back to, what, the Rule 5. <br />MR. LEOPOLDINO: Yes. <br />CHR. CABANAS: Yeah. But keep in mind—and I think I mentioned it before—keep in mind <br />that why we had civil service reform way back in—around 2002—how are you folks managing <br />with all these exams because I think I read somewhere in one of you reports that now the staff <br />were being delayed in screening applications because they are <br />MR. LEOPOLDINO: It's under the internal <br />CHR. CABANAS: Yeah. Because they're—yeah—because they're administering yeah, it's <br />over here. Impacted staff's availability to review applications and establish list because there's <br />an increase in written exams. <br />So, is there any thought to change this or reduce it for some classes? <br />MR. LEOPOLDINO: Yeah. And, actually, I was going report that in my <br />CHR. CABANAS: Okay. <br />MR. LEOPOLDINO: activities report— <br />CHR. <br />eport <br />CHR. CABANAS: Okay. <br />MR. LEOPOLDINO: but we've decided to temporarily suspend all written exams except for <br />police and fire going forward. So, recruitment is currently developing how they're going to <br />proceed, but they were very excited about that because, as you know, it takes up a tremendous <br />amount of time. <br />So, we are going to be this is for the period ending June, but I think July we might have done a <br />few more but I have asked recruitment to suspend all written exams, except for police and fire <br />going forward. <br />So, this will also help for our applicants that have a difficulty they may be able to do the work <br />but they just may have a difficulty with doing written exams. I'm one of them. I do poorly on <br />written exams. So, it's actually also going to increase the pool of candidates that we have to <br />refer. So, I think it's going to help in other areas in recruitment. So, yes, we have already started <br />that process. <br />CHR. CABANAS: Okay. I'm glad to hear that because with limited staff—staff have to give <br />written exams, taking them out of the office, going to Hilo—I mean, going not only to Hilo but <br />Page 21 <br />
