State Land Use District: Agricultural. <br />10. General Plan LUPAG Map Designation: Extensive Agriculture. <br />11. County Zoning: Agricultural-20 acres (A-20a). <br />12. Special Management Area: The subject parcel is approximately 4.7 miles from the <br />nearest shoreline and is not situated within the Special Management Area. <br />13. Kona Community Development Plan (KCDP): The KCDP, originally adopted by the <br />Hawaii County Council on September 25, 2008, and most recently amended on <br />September 18, 2019, identifies the preferred land use pattern for the Kona districts. The <br />subject property is located outside of the Kona Urban Area and outside of any Rural <br />Town Areas. <br />DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br />14. Description of Property and Permit Area: The subject, 14.89-acre property is roughly <br />rectangular in shape, sits at an elevation of approximately 1,850 to 1,880 feet above sea <br />level. The northern portion of the property is characterized by a rocky, gentle west facing <br />slope. The southern portion has a more moderate slope and is comparatively rockier. The <br />property is improved with a permitted dwelling and a detached open carport. The <br />proposed 2,112-square foot lease area is unimproved and situated in the northwest corner <br />of the property. The tower will be set back approximately 58 feet from the closest <br />property line abutting Donahue Road which complies with the Zoning Code's minimum <br />setback requirement of one foot for every five feet of tower. The nearest building on the <br />property is located more than 200 feet southwest from the tower towards Hawai'i Belt <br />Road. <br />15. Surrounding Zoning/Land Uses: Properties situated immediately to the north, east, and <br />south are zoned Agricultural (A -la, A-8a, and A-20a). These properties range in size <br />from about 1 acre to 21 acres. Properties to the west, across Hawai'i Belt Road, are zoned <br />Agricultural-5 acre (A-5a) and Single -Family Residential-20,000 square feet (RS-20). <br />These properties range in size from about .17 acres to 3 acres.
