22. Public Access: There is no designated public access to the mountain or shoreline that <br />runs through the property. <br />PUBLIC UTILITIES AND SERVICES <br />23. Roadway Access: Access to the facility will be off Donahue Road which extends mauka <br />from Hawai'i Belt Road. According to the Department of Public Works — Engineering <br />Division, Donahue Road is considered a road -in -limbo, meaning it is a public and legal <br />access, however neither the State nor County maintains it at this time. The proposed <br />access driveway from Donahue Road to the lease area will be 12-foot wide and <br />approximately 50-foot long. The applicant proposes to finish the access road with <br />compacted dirt. (Planning Department Exhibit 2 — Donahue Road Ownership dated <br />November 16, 2022) <br />24. Water: The proposed use does not require water. <br />25. Wastewater: The proposed use will not generate wastewater. <br />26. Solid Waste: According to the State Department of Health (DOH), all solid waste and <br />hazardous materials generated during construction must be properly disposed of at DOH - <br />permitted solid waste management facilities. <br />27. Essential Utilities and Services: The essential utilities of electricity and telephone are <br />available to the site. The applicant has not confirmed if high-speed fiber optics are <br />available to the site. However, if fiber optic is not available, then a microwave dish will <br />be installed on the tower to provide such service from another location. <br />28. Public Safety: The nearest police and fire facilities are located in Kailua and Kealakehe, <br />which is approximately 7 miles southwest of the site. <br />AGENCY COMMENTS <br />29.
