PROJECT DESCRIPTION <br />As noted above, the subject property is located off Hualalai Road, <br />approximately 700-feet east from its intersection with Queen Ka'ahumanu <br />Highway. The subject parcel is identified by TMK: (3) 7-5-017:044 and <br />consists of 23.738 acres of land zoned Agricultural 1-acre (A-1a). The parcel <br />is comprised of primarily invasive grasses, haole koa scrub, and lava rock. <br />Portions of the parcel have been cleared for the construction of a flood <br />control structure and aggregate stockpiling under permit (Exhibit A) <br />A building permit (BK2019-01023) was issued on 7/3/2019 for a 12,600 <br />square -foot agricultural warehouse. The warehouse was constructed in 2019 <br />and is used by the applicant as its gymnasium and sports fitness facility. A <br />Notice of Violation was issued for the operation on November 27, 2020 <br />(Exhibit B). Preparation of this Special Permit application was underway at <br />that time and it is requested that if the special permit be approved it will <br />resolve the violation, but fines will still be paid. <br />The applicant and landowner wish to resolve any zoning code violations by <br />requesting a special permit to operate the gymnastics and sports fitness <br />facility in the converted agricultural warehouse. If approved, a change of use <br />permit will be sought and improvements can be made, if necessary, to meet <br />occupancy requirements. <br />3A. Project Concept and Components <br />The applicant is respectfully requesting a special permit to operate <br />their gymnastics and sports fitness facility on a 2.3-acre portion of the <br />subject parcel (Figure 2). <br />The applicant requests the following elements to be allowed as part of <br />the Special Permit: <br />1. The applicant requests to use the existing permitted Agricultural <br />Warehouse structure for the operation of the gymnastics and <br />sports fitness facility. Any necessary additions or alterations to <br />permit the change of use will be made. <br />2.
