Green 'Aina Planning & Engineering No Rise Report Bolton Access Road <br />Executive Summary <br />For the Kona Aerials facility, there is no grading work, and no structures are <br />proposed within the floodway. The work consists only of surface improvements <br />to the existing driveway that crosses the flood channel; therefore, it will have no <br />impact upstream or downstream in a flood event. <br />Since no grading or net elevation changes are proposed. Green 'Rina has <br />concluded that the work will have no impact on any flood event and certifies <br />that there will be "No Rise". <br />Research & Determination <br />The State of Hawai'i Flood Hazard Assessment Report (Exhibit A) shows that the <br />subject property is situated in an AEF Zone, defined as: "Floodway areas in Zone <br />AE. The floodway is the channel of stream plus any adjacent floodplain areas that must <br />be kept free of encroachment so that the 1% annual chance flood can be carried <br />without increasing the BFE." <br />Green 'Rina has determined that the proposed improvements will have no <br />impact on Base Flood Elevations or properties in the vicinity of the work. <br />3 <br />
