ACT 16 <br /> (7) Provide technical assistance to the agencies on policy and issue- <br /> related matters regarding marine and coastal resources management; <br /> (8) Coordinate marine and coastal education activities; and <br /> (9) Adopt rules pursuant to chapter 91 to carry out the purposes of this <br /> part." <br /> SECTION 13. This Act does not affect rights and duties that matured, <br /> penalties that were incurred, and proceedings that were begun before its effective <br /> date. <br /> SECTION 14. Statutory material to be repealed is bracketed and <br /> stricken. New statutory material is underscored. <br /> SECTION 15.
