Prior to the January meeting, there was no opposing <br /> testimony for this use. So, again, we're trying to address things that are valid concerns that we can <br /> do aside from moving to another site. This is our second site that we chose specifically to address all <br /> of those concerns brought up in that significant back and forth with the community. <br /> LIN: Thank you Mr. Pipan. I appreciate your comments but, based off of the <br /> testimony that we did receive and the testimony that we got today. Mr. Coffman is a neighbor, but <br /> he may not represent the community as a whole. So, has that community had been reached out to <br /> discuss this project? <br /> PIPAN: So, we got a good sense for the concerns of the community from the initial <br /> meetings last year, around this time and our impression was they don't want the project period. So, <br /> it seemed that nothing that we could do aside from pulling the plug and giving up would satisfy them <br /> and I don't see that as something that we can mitigate or plan for or plan around. Just giving up is <br /> not a reasonable request at this point. So, there's only so much dialogue back and forth that you can <br /> have. When you've made your best attempt to mitigate every valid reasonable concern and satisfy <br /> those that are most impacted by the project. When those who continue to be opposed would do so <br /> regardless of what you chose or offered. <br /> LIN: Thank you. My second question is how do define radio quiet areas?
