Green 'Aina Planning & Engineering No Rise Report Bolton Access Road <br /> Executive Summary <br /> For the Kona Aerials facility, there is no grading work, and no structures are <br /> proposed within the floodway. The work consists only of surface improvements <br /> to the existing driveway that crosses the flood channel; therefore, it will have no <br /> impact upstream or downstream in a flood event. <br /> Since no grading or net elevation changes are proposed. Green 'Aina has <br /> concluded that the work will have no impact on any flood event and certifies <br /> that there will be "No Rise". <br /> Research & Determination <br /> The State of Hawai'i Flood Hazard Assessment Report (Exhibit A) shows that the <br /> subject property is situated in an AEF Zone, defined as: "Floodway areas in Zone <br /> AE. The floodway is the channel of stream plus any adjacent floodplain areas that must <br /> be kept free of encroachment so that the 1% annual chance flood can be carried <br /> without increasing the BFE." <br /> Green 'Aina has determined that the proposed improvements will have no <br /> impact on Base Flood Elevations or properties in the vicinity of the work. <br /> 3 <br />
