The report recommended that the <br /> development of the subject property should not have any significant botanical impacts, <br /> however, did recommend planting species such as Metrosideros polymorpha or `6hi`a, <br /> Pisonia brunoniana or papala, Polyscias spp or `ohe mauka, Pritchardia spp or loulu, Psydrax <br /> odorata or alahe`e, and Rhys sandwicensis or neneleau. <br /> 21. Faunal Resources: The applicant submitted a Vertebrate Faunal Survey report dated <br /> December 20, 2021, 15 bird species were detected during the survey. Although not detected <br /> during the survey, it is possible that small number of Hawaiian Hawk, endangered Hawaiian <br /> Petrel,the endangered band rumped storm petrel and the threatened Newell's shearwater fly <br /> over the area between the summer and fall seasons. The Hawaiian goose or nene, although <br /> not observed during the survey,have the potential to be present. The Hawaiian Hoary Bat, <br /> although not observed during the daytime surveys, are assumed to be present. No native <br /> terrestrial reptiles or amphibians were observed during the survey. The report recommended <br /> standard mitigation measures to protect the endangered and threatened species listed above <br /> that should be adhered to during construction and operation of the Hamakua Health Center. <br /> 22. Archaeological/Historical Resources: Scientific Consultant Services, Inc., prepared an <br /> Archaeological Inventory Survey (AIS) for the project area in January 2023 that identified <br /> six (6) archaeological sites within the project area. The 6 sites include three buildings, three <br /> foundation remnants and remnant strip of macadam road pavement. The 6 sites are associated <br /> with the Historic to modern era Kohala Club and Kohala Club Hotel. The January 2023 AIS <br /> assessed all sites in the area as significant under criterion "d" (yielding information important <br /> for research on history or prehistory) and"c" (characteristics of a type,period, or method of <br /> construction, or represent a significant and distinguishable entity whose components may <br /> lack individual distinction property). Based on the documentation of the sites in the AIS,no <br /> further work was recommended and there were no sites identified within the project area that <br /> are listed on the State or National Registers of Historic Places. The January 2023 AIS was <br /> submitted to State Department of Land and Natural Resources - Historic Preservation <br /> Division (SHPD) for approval; however, SHPD has not responded as of the date of this <br /> writing. In a letter dated April 29, 2022 (Planning Department Exhibit 2—SHPD Letter <br /> dated April 29,2022), SHPD provided comments on a previous project for the subject <br /> -5- <br />
