State Land Use District: Urban and Agricultural. <br /> 10. County Zoning: The subject parcel is zoned Agricultural-20 acre (A-20a) and Single- <br /> Family Residential-15,000 sq. ft. (RS-15). <br /> 11. General Plan LUPAG Designation: Approximately two thirds of the parcel is designated as <br /> Low Density Urban, which allows residential, with ancillary community and public uses, and <br /> neighborhood and convenience-type commercial uses; overall residential density may be up <br /> to six units per acre. The northern third of the subject parcel is designated as Important <br /> Agricultural Lands, which are those with better potential for sustained high agricultural <br /> yields because of soil type, climate, topography, or other factors. <br /> 12. North Kohala Community Development Plan (CDP): The North Kohala CDP was <br /> adopted by the Hawaii County Council by Ordinance No. 08-151 on November 5, 2008. <br /> 13. Special Management Area: The Special Management Area(SMA) is a part of the Coastal <br /> Zone Management Program and regulated by the County. The project site is located <br /> approximately 1.2 miles from the nearest shoreline and is not situated within the SMA. <br /> DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 14. Subject Property: The subject, 5.682-acre "ax shaped"property is situated at the northeast <br /> corner of Akoni Pule Highway and Maluhia Road. The subject property is relatively flat with <br /> elevations ranging between 435 and 500 feet above mean sea level. Approximately +2.5 <br /> acres of the subject property encompasses a portion of Waiakalaupala Gulch which runs in <br /> the north-south direction and is heavily overgrown and forms a physical demarcation for the <br /> -3- <br />
