Fellow Commissioners, does anyone have any questions? <br />No? Well, thank you for your testimony. Ms., Mrs. Van Pernis? <br /> <br />VAN PERNIS: Hi. My name is Kristi Van Pernis. I live at 72-1163 HoÒopai Street in <br />Makalei Estates. And I have been asked to read into testimony a letter from our former State <br />Representative, Virginia Isbell, and she was also on the County Council at the time Palamanui <br />was approved. <br /> <br />My name is Virginia Isbell Î speaking for her Î and IÓve asked that my testimony be read as I <br />will be off island at this time. I wish to speak in opposition to the request by the Palamanui <br />developer to delay the building of Road 4 while continuing with the planned development <br />permitting of 600 homes. <br /> <br />I was a member of the County Council in 2006 when this project was brought before us. I am <br />very familiar with the Makalei Subdivision and its extremely steep roadway. I also made it clear <br />that Makalei Drive Subdivision was not to be used as a mauka-makai connector road and was to <br />be opened only after all the agreed-to requirements were met. <br /> <br />I supported the Palamanui project in 2006 because the developer agreed to the following: that the <br />developer shall build a new mauka-makai connector road through State land, north of Makalei <br />Subdivision, up to Mmalahoa; Makalei Drive is not to be opened until the mauka-makai <br />connector road through State land is completed; and in addition, create a mid-level road to <br />Kaiminani roadway through State land dedicated for the HawaiÒi University; plus construct a <br />20,000-square foot building for the proposed university. <br />The developers of this massive project, Palamanui, must put the mauka-makai connector road in <br />as their very first priority. <br />Any road from Queen KaÒahumanu Highway mauka becomes heavily used, and a road this close <br />to Kona International Airport is a no-brainer when it comes to getting to and from the airport <br />mauka. It will get used and the traffic will be enormous. <br /> <br />The decision you make today as a recommendation to the County Council must send the <br />message loud and clear: No compromise on this mauka-makai roadway as promised, and agreed <br />to, by the developer in 2006. This road must be, and shall be, built first. <br /> <br />I appreciate the opportunity to provide testimony on this important project. <br /> <br />WATANABE: Thank you.
