identified. ThereÓs the University of HawaiÒi West HawaiÒi Center to the south side of the <br />Project District, and itÓs a part of this actual project. The town center is located just about the <br />middle of it, the Project District. There is a community park planned for this project, and itÓs <br />identified in the conditions. The 70-acre, approximately 70-acre Business Park is located to the <br />makai side of the project, and again the connection to Queen KaÒahumanu Highway on the makai <br />side of the project. <br /> <br />Here is an aerial photo map. ItÓs a little stretched out, but it may be a little easier to see. We <br />have Makalei Estates up there to the mauka side. We have Queen KaÒahumanu on the bottom. <br />The main reason for this map is to show, identify the different roads that are being requested in <br />the amendments. A little closer view of those roads. And weÓll be probably referring to these as <br />we continue on. <br /> <br />The reason for the request is that conditions within the ordinance have impaired the applicantÓs <br />ability to obtain financing for the project and to support the University of HawaiÒi. The applicant <br />is not requesting the following amendment: an amendment to Condition X11, which states <br />ÐMakalei Drive is a Òminor roadÓ and will not be open to the public until the collector Road 4 is <br />open for public useÑ; this is not being requested as an amendment. The applicant is requesting <br />amendments to Ordinance 06 105 to allow a change in the timing of construction for the <br />Palamanui project including the development of the commercial component before the <br />residential units, construction of roadways as the project develops, inclusion of $10,000,000 in <br />bonding requirement for Road No. 4. <br /> <br />The Planning DirectorÓs recommendation is a favorable recommendation to the HawaiÒi County <br />Council, except for the $10,000,000 bonding requirement for Road <br />condition X13. The Planning Director recommends retention of the existing language with no <br />specific dollar amount. Thank you. <br /> <br />WATANABE: Thank you. Yes, something to add? <br /> <br />LEITHEAD TODD: Yeah, there was one other thing, is that I think in our communications to <br />you indicated that the comments from the Department of Public Works were not received in time <br />for us to incorporate into our recommendations, so those recommendations have been <br />transmitted to you. And Mr. Lee is here as well as an engineer from Public Works, so when we <br />actually get to the subject matter, we would want to incorporate some of those comments from <br />Public Works into the conditions. <br /> <br />WATANABE: Thank you. <br /> <br />DARROW: Mr. Chairman? <br /> <br />WATANABE: Yes, Mr. Darrow. <br /> <br />DARROW: Thank you. Including the comments from the Department of Public <br />Works, we have received an update to the updated Traffic Impact Analysis Report; this was just <br />submitted on June 23, 2009, from Austin Tsutsumi & Associates Inc. civil engineers.
