BOWMAN: Okay. And is that area -? I donÓt know, IÓm thinking in lieu of the <br />parking, can that be a condition that there be a certain area for the local canoe club? I mean, IÓm <br />just -. <br />WATANABE: Maybe, I appreciate that, but maybe we donÓt need to write a condition for <br />that; they are already performing that un-policed, and itÓs kind of a tradition for them, huh? <br /> <br />BOWMAN: Okay. IÓm just trying to maybe solve the problem of the additional -. <br /> <br />WATANABE: I appreciate that. <br /> <br />BOWMAN: Thank you. <br /> <br />LEITHEAD TODD: Well, I was thinking if the hotel was amenable to that, then you know, that <br />would be acceptable to me that there be included in this that, and you know, obviously you canÓt <br />accommodate every canoe in the world there, but that you provide <br />and particularly Kai Òpua, I was thinking, because this is the area that they practice for a year <br />around. And then, you know, to me that serves some of the public purpose, and then we can go <br />with the eight stalls. Is that okay? <br /> <br />LIM: Okay, weÓll agree -. Is that okay with you, Tommy? Basically -. <br /> <br />HENRY: Yeah, State land, though. <br /> <br />LIM: Right. So long as the Commission understands that this is State land; we <br />have it under license. So subject to whatever State approvals we need, and we are willing to <br />accept that as a condition. We would assume that the eight stalls, we were trying to count them <br />out on our plat plan, but we can accommodate those outside the existing guard booth by moving <br />it down just a little bit. And those would be essentially open for the public but difficult to <br />regulate. <br /> <br />WATANABE: Yeah, and we realize that even if, even if you had it inside of the gate, it <br />would be the same thing. What are you going to do? Follow them? You know, same thing. So <br />I think we are fine that way. Do we have any other concerns? <br /> <br />LEITHEAD TODD: I was thinking that it might even be possible that if there Î I donÓt know <br />whether it works or not Î but you know, something that perhaps on special event days that, you <br />know, organizations could work out an agreement with the hotel to police that parking and <br />reserve it for their organization. <br /> <br />HU: You know, depends on, you know, what kind of function is your first <br />thing, however -. <br /> <br />LEITHEAD TODD: Yeah, yeah, IÓm just saying, if there is some kind of a function thatÓs in <br />that area like the regattas, you know -. <br /> <br />HU: Sure, we can -. <br />EXHIBIT C <br />23 <br /> <br />
