Because they do not allow people to walk in there <br /> <br />COTTLE: Right. So, so actually access would be, if you were walking from Kona <br />Bay Estates, youÓd walk along the shoreline up to the road -. <br /> <br />HOUSEL: Okay. <br /> <br />COTTLE: And then out towards the hotel properties. <br /> <br />HOUSEL: Okay, okay. <br /> <br />COTTLE: And, and I just want to add that these are preferred alignments. You <br />know, weÓve requested that the applicant submit a public access plan within a year and consider, <br />work with the County, work with National Park Service to, to come up with what alignment <br />would be best for all parties. <br /> <br />HOUSEL: Okay. To be clear about what conditions the Director is approving, we <br />th <br />just received a letter dated June 29 from Carlsmith Ball that has changes in the conditions. <br />Does the Director agree with those changes? <br />COTTLE: You want to answer that, BJ? <br />LEITHEAD TODD: I have no problem with the proposed changes to item, to No. 4. <br />I disagree with the changes to No. 5 because I think that we can <br />accommodation with the property owner on the parking stalls for the public; I think dropping it <br />down to eight is just too little. And I have to disclose that part of this is just that it -. To me itÓs <br />not just the beach, but itÓs also the pier that I was hoping to create some public parking for. A <br />I was recognizing that the beach and the pier together on weekends during canoe regatta season <br />has a lot of people. Normally, to access the beach there are very few people that are actually <br />going there on a regular basis. But on canoe regatta days that beach is packed with canoes and <br />paddlers, and youÓve got probably close to 2,000 people in that area. So I wanted to try and see <br />if we could work out an accommodation because they were acquiring additional parking stalls. I <br />understand their concerns over the type of system that theyÓre putting in, which is basically a <br />card and theyÓre not going to have a manned both. So they were concerned about, you know, <br />how, how do you use that to -. Cause in other places youÓve got <br />a pass and you use that pass. And theyÓre not going to have it manned so theyÓre thinking how to <br />do that. They were concerned that if they provided the parking stalls outside of their parking that <br />instead of being actually used by people accessing the shoreline that it would instead get filled up <br />by people who are employees who work in the village area; and it would end up with no public <br />access because it would be just employees parking there all day long. So I understand thereÓs <br />EXHIBIT C <br />4 <br /> <br />
