So what we€re doing is actually creating <br />a bigger area through this tolet saturation to occur by ponding it outside the wall and <br />letting it seep around, if there€s an overflow. And that would occur in a high flood; and <br />this beyond a 10-year flood situation in a major rainstorm. <br />SPRINGER:Commissioner Graham, any follow-up? <br />GRAHAM:I€m not sure I want to dominate the microphone on this issue in <br />any way. The only general thrust that bothers me a little bit is it feels like all this is good <br />preparation what you€re doing but it€s sort of like -. I always want to kind of cut to the <br />chase and then walk back to the specifics, rather than just walk back to the details, rather <br />than just do with all the details. But since we are talking about extending the zoning that <br />was granted years ago which failed to follow through on its time commitments -. And <br />you mentioned that we€re probably not dealing with, you didn€t feel we should be dealing <br />withthegeneralissueofthosethings,it€sappropriate,andIgenerallyconcurwiththat. <br />And if they€re really different as Tsukazaki said, suggested the last time, we should notify <br />you guys so that you can present it that way. But it does seem like one of the issues from <br />our site visit that might come up to me as to what would be in our power, or would be a <br />responsible action by us if it were helpful, was that whole road area, where it looks like <br />the culvert flows into right now, is proposed to be filled. So that kind of no longer serves <br />as a seeping ground for water that would land in there in relatively normal flooding times. <br />So it seems to me one thing we could do is to suggest or to ask that that area not be filled <br />that€s presently used as sort of an absorption area. I don€t know whether that€s going to <br />help in a considerable way or no way at all, but it doesn€t feel like we€ve addressed that <br />yet. So since that€s something that came up in my mind on the site visit I feel like, you <br />know, let€s talk about that, because that is in the realm of things that we might consider <br />doing at this point. That€s all I have to say at the moment. <br />SPRINGER:Mr. Moore, before you answer, I€d like to ask of either the Director <br />or Corporation Counsel, we have a specifically worded agenda. It sounds as though <br />Commissioner Graham is discussing an additional condition or an amendment to an <br />existing condition. And is that discussion proper at this time? <br />YUEN:Well, I think, we€ve discussed that issue. I€m not sure whether it <br />comes to the point of whether, by adding conditions, I€m just not sure whether we ought <br />to add conditions to a time extension. I suppose we could add conditions to a time <br />extension. <br />SPRINGER:Mr. Torigoe? <br />TORIGOE:Thank you, Mr. Director. The only thing I would add is that <br />looking at what the County Code seems to indicate about how changes or alterations of <br />conditions is handled, it says that they should be processed in the same manner as a zone <br />change, which would imply that we have the ability to, you know, tinker with the <br />conditions if that€s appropriate. <br />12 <br /> <br />
