was that the long block that accompanied the tree nursery has no drainage into the sewer <br />on Kilauea, so the water builds up along Kilauea. And when it gets to the Lanikaula <br />Street intersection which, unfortunately, is right underneath the fold here, it comes right <br />this way, half of this, oh, okay, half of it comesdown Lanikaula Street and the other half <br />crosses Kilauea, and the Kilauea water is flowing down the street. Yes, this way it does <br />get to the little stream. But last time only half of it came through. You were saying <br />about Mr. Moore had been saying he had spoken to Mr. Horiuchi, and Mr. Horiuchi had <br />said that the flooding from the stream did not come to his house; and that is absolutely <br />correct because the flooding from the stream came from Kilauea Avenue. And it came <br />where there was a break between the dentist office rock wall and his rock wall, and it <br />came right inside his driveway and it flowed right underneath the little home that you <br />guys saw this morning. So there was a running water underneath his post and pier <br />construction on the adjacent property. <br />Now,Mrs.Miyamoto€shomeflooded.Iknowyou€retalkingtheoretical.ButIwent <br />over there 5 o€clock in the morning and got her out of her home when I saw that her first <br />five steps on her house had disappeared; and it was damn near up to her waist, now she€s <br />tiny. But the reality is when FEMA came and did this, the claim, the water had come in <br />the first floor windows and out the other side. Everything on the ground floor of the <br />home was lost. So I appreciate the theoreticalness of this stuff, but we€re living in reality. <br />And after she filed her FEMA claim, the mortgage lender on our home at 87 made the <br />flood insurance a requirement between, $1,800 a year flood insurance. So this is a <br />mystery that is hitting close to home. <br />Now, I realize you say, oh, let me do this and then the other thing. But the bottom line is <br />if it all goes awry who pays? I€m curious. I mean, I know you said something about <br />there was a County situation with respect to the flooding and so that -. I believe you <br />spoke to this a little bit earlier with your comment about how the, I€m not sure where it <br />stops. <br />YUEN:No, no, what I said is that it is available and you can purchase it. <br />But, honestly, the homes in the area, they should purchase flood insurance. <br />BLACK:We had to. <br />YUEN:You should. <br />BLACK:It was the condition of the lender. And they said we won€t <br />continue to hold this mortgage unless you have that. So, on the one hand, we€re sort of <br />reluctant to be filing claims that are going to increase the financial hardship on the <br />residents in the neighborhood, and that at the other time everything in the ground floor or <br />the home was lost. And we€re talking about, you know, homes that have been there for <br />quite sometime. So we€re pretty comfortable with where the water goes and how to deal <br />with it in its concurrent figuration. <br />15 <br /> <br />
