Mr. Moore, will you begin? <br />MOORE:Yes.Firstofall,IamrepresentingDJSM,Dr.AlanTakase.Yen <br />is the engineer, the civil engineer on the project. Before I begin, I do want to apologize <br />for the last hearing. I had a family, it was a funeral for my nephew that I was called away <br />to the week before, so I didn€t have any time to prep or get Mr. Tsukazaki ready. So I put <br />him in a very untenable situation, as well as the Commission. So I really apologize for <br />the problems and delays and the confusion it caused and, hopefully, we can get a lot of <br />that resolved today. <br />SPRINGER:Thank you, Mr. Moore. <br />MOORE:Just to go over, there were, as I went through the transcripts there <br />really were two issues, two major issues; and within that one major issue two separate, <br />what I would call sub-issues. The first is the appropriateness of the zoning, should this <br />area be in commercial. The area was zoned in 1989, it was reconfirmed in €92 when a <br />proposed subdivision condition was deleted. At the time, the General Plan for this area <br />was High Density Urban as part of the current revisions. And there has been no change <br />to that designation over these years, so it still is in High Density Urban today. <br />In terms of the current General Plan amendments, the amendment was actually to expand <br />the High Density Urban in this area up to Kinoole Street and further over to past <br />Lanikaula. So it is not just acknowledging that this area is appropriate but this area and <br />the surrounding areas are appropriate. <br />You know, we do understand the transitions. There are the residents there and, you <br />know, are willing to work with them. But in terms of the zoning we really feel it is <br />appropriate. The foundations haven€t changed since this was adopted, and we want, <br />again, I think that€s reflected in the staff€s recommendation for approval of this time <br />extension. <br />In terms of the flooding, I will do a little bit of discussion and will turn it over to Yen, <br />and we€re going to kind of work together. Yen has given me a broad and strong <br />education over the last couple of days in terms of drainage and flood studies, and I really <br />2 <br /> <br />
