Commissioner Mina. <br />MINA:Right now, the County doesn't have anything as far as assessing people <br />for improvement of the road, right? <br />YUEN:The County has nothing in -, currently planned to improve those <br />intersections or those roads. <br />MINA:No, I'm talking about the monetary value of maintaining the road. I <br />mean they don't pay to maintain the road, right, I mean, the people? <br />YUEN:Except for paying their property taxes and their fuel taxes, they don't <br />have any special assessment to maintain the road. <br />MINA:Because, right now, I don't think that it's fair for he making the whole <br />thing all the way up to the, to Mmalahoa Highway. Because what about the two properties <br />right next to, on the left side? Because if anybody is going to improve one, I mean, make a <br />subdivision, and they improve the road, the guys right next to make another subdivision, <br />they're going to use the access on the same road. So how they're going to give the guy back <br />the money? <br />YUEN:If you're talking about the Homestead Road -. <br />MINA:Yeah, the Homestead Road. <br />YUEN:On the left-hand side that -. <br />MINA:I'm talking about Homestead Road. <br />YUEN:Our -, I discussed it with Mr. Hayashi. Our recommendation would be <br />not that they have to improve -, if they did use that road, not that they have to improve it all <br />the way to the makai boundary at the bottom, but they would have to improve it to the point at <br />which their subdivision road came in. You know, in other words, the portion of the road that <br />they would use for their own access. So -, and it is true that you have this, what economists <br />call free rider problem in some of these situations where if the first person makes the <br />improvement, the later person can get the benefit of it; and we don't have a mechanism in the <br />County for reimbursement. Like electric poles, they have a mechanism where you can get <br />reimbursed. The Water Department has a mechanism for you to be reimbursed if you put a <br />21 <br /> <br />
