Marni Herkes moved to have the Action Committee recommend to the <br /> <br /> <br />Planning Director to adopt the VDG by Rule with the understanding that measures of Article <br /> <br />1 in the original document be included into the Planning Department deliberations. Bob <br /> <br /> <br />Ward seconded for discussion. <br /> <br />A red-line version of the Draft VDG has been made available for review as well as some <br />  <br />illustrative documents. The illustrative documents together will allow for a visual <br />  <br />understanding of a regulating master plan submission of the VDG. The illustrative <br />  <br />documents will be labeled on the website as “illustrative examples of the village scale plan <br />  <br />and of supplemental information” <br />  <br />Clarification is needed for what is Open Space, Greenbelts and Civic Space. How much <br /> <br />is needed for each within TODs and TNDs. <br /> <br /> <br />There is a need for Education on the KCDP, as well for the VDG, for the public and <br /> <br />County Council. <br /> <br /> <br />Clarification needed of the uses allowed within GB2 <br /> <br />Within the T5 designation, to have the height allowance at 5 stories by right. Possible <br /> <br />change to have 3 stories allowed by right with an additional 2 stories allowed by warrant. <br /> <br />On 2.3.3 (b) why was the following statement eliminated. “The maximum height of <br /> <br />buildings should be proportional to the street width to avoid an enclosed “canyon” <br /> <br />effect.” <br /> <br />How deep/detailed should the architectural standards be in the VDG, what benefits is <br /> <br />there in having architectural standards in the VDG? How are cultural sensitive designs to <br /> <br /> <br />be incorporated within the VDG if there are architectural standards established? <br /> <br />On 2.3.3 (e) why was statement regarding trees eliminated? <br /> <br /> <br />2. KCDP Implementation. <br /> <br />Priority Projects – has been postponed, the Committee will review and send any comments to <br /> <br />the Planning Department Staff for discussion at future meeting. <br /> <br />CIP – Bob Ward has consolidated projects lists and the Chair will forward to Planning <br /> <br />Department Staff for dissemination to Committee for discussion during next meeting. <br /> <br />The Action Committee discussed the meetings of the new year and determined that meetings <br /> <br />th <br />will continue on the 4 Wednesday of each month, the location will be announced as <br /> <br />scheduled. <br /> <br /> <br />3. Financial Plan <br /> <br />Work is continuing by Goodwin. Target for a draft to be submitted for review is <br /> <br /> <br />th <br />approximately December 9. <br /> <br />Request has been made by the Committee not to try to review the Finance Plan at the same <br /> <br />time as the VDG. <br /> <br />4.
