HI County LEPC Zoom Meeting Minutes <br />May 26, 2021, 9:00 am <br />Members Present: Gerald Kosaki, Chair; Darwin Okinaka, HFD Hazmat; David Cummings, <br />Hamakua Energy; Andrew Burian, HPD; Jordan Hara, PGV; Zerlina Mayne, BEI; Newton <br />Inouye, Civilian Representative; Chris Leonard, Media. Non-members: Sharon Leonida, DOH <br />HEER; Adam Teekel, HEER; Isaiah Kela-Pacheco, HEER; Chelsea Eckert, Hawaii Pipeline <br />Safety Association. <br />L CALL TO ORDER - Meeting called to order at 9:03 am by Chair Gerald Kosaki. <br />Introduction of all attendees. <br />II. APPROVAL OF MINUTES — <br />III. COUNTY REPORTS <br />• Fire - Chief Okinaka reported on 2 incidents. One was a CO2 leak from a business <br />soda fountain and the other was a recap from the Shipman Industrial fire at Business <br />Services. He stated that a spark from a tool while dismantling vehicles ignited the <br />fire. He also stated that there was a Hazmat Technician class that was held in <br />November 2020. <br />Police — No report <br />Civil Defense — no report <br />IV. INDUSTRY PARTNERS <br />Hamakua Energy — David reported that they replaced the Ammonia Isotainer <br />BEI — Zerlina Mayne is the new representative for BEI replacing Jarrett Enriques. <br />She reported that there is a chemical shortage in fertilizers during year of the <br />pandemic. <br />PGV — Jordan stated that PGV has been up and running since November 2020 but <br />only at 30% capacity. There have been no incidents or reports of any releases of <br />S02 or H2S. They have been monitoring the fissures in the area and have been <br />getting minimal readings. <br />V. STATE <br />DOH HEER — Sharon stated that they have the Tier II money allocated but she is <br />still awaiting letters from the LEPCs to release the money. We were the only LEPC <br />thus far who had submitted our letter to accept. She also stated that Sonya reported <br />that the Sample of the Month for 2020 is completed and the winners will be identified <br />soon. Sharon reported that there have been some exercises for maritime oil spill <br />leaks conducted by Coast Guard and other entities. Adam Teekel reported that in <br />regards to the diesel spill at the Big Island Energy facility in Kawaihae, they have <br />completed their clean up with absorbents utilizing a clean-up contractor and the case <br />is now closed. <br />
