Fairness: those who benefit should pay <br /> <br />Coordination: address multiple owners and disharmonious development schedules <br /> <br /> <br />Prudence: don’t exceed debt capacity and avoid excessive risk <br /> <br />Strategy: implement most effective mix of financing tools and minimize inefficiencies <br /> <br /> <br />Feasibility: developers/land uses must be able to support assigned infrastructure burdens <br /> <br />The intended timeline for a draft of the plan would be 3 months according to Dave <br /> <br />Freudenberger. In the draft report will be the initial analysis and policies which will be <br /> <br />discussed among County staff and Action Committee members and then writing the document <br /> <br />based on the input and feedback from everybody. <br /> <br />Roy Takemoto presented an overview of the Background Report that is the basis of the PFFP. <br /> <br />Provided information of how the Build out projections, Proposed Construction projects, <br /> <br />Infrastructure Phasing (Roads, Water, Wastewater, and Parks) was determined. <br /> <br /> <br />Points made during the discussion: <br /> <br />The multi-modal components of transportation as trails, bikeways, pedestrian walkways <br /> <br /> <br />and pathways need to be included more comprehensively, maybe be included or <br /> <br />categorized in the Open Space Network Plan and incorporated in the <br /> <br />planning/development of transportation routes. <br /> <br />Regional governance of the resulting projects/plans is needed and will generate more <br /> <br />support by the community. Mr. Freudenberger provided some scenarios of how to <br /> <br />establish regional governance of projects. <br /> <br />More Public Relations for the PFFP is needed. A suggestion was made for a “road show” <br /> <br />going into communities to inform the communities and gain community buy-in. To <br /> <br /> <br />present and get buy-in by the County’s Departments (and County Council) will also be <br /> <br />needed, the PFFP was initiated by the previous administration and an update for this is <br /> <br /> <br />also needed. <br /> <br />Concurrency – a point of the concept that gets missed a lot is not so much putting a lid on <br /> <br />development – it’s putting the responsibility on government to timely provide <br /> <br />infrastructure in the right place at the right time. <br /> <br />Ken Melrose thanked everyone for coming including Wally Lau, Bobby Command and in <br /> <br />particularly Margaret as part of the dialog. Ken Melrose commented how very important it is <br /> <br />and we can all do better about how we present and discuss and try to get the Community <br /> <br />Development Plan ingrained to make it successful. <br /> <br /> <br />2. Sub-Committee Reports <br /> <br />Bob Ward had a couple of additional updates to the transportation report based on some recent <br /> <br /> <br />meetings. Bob Ward stated that David Zevenbergen with the State DOT is going to be the <br /> <br />person that’s in charge of Hawaii State Transportation plan, the State long range transportation <br /> <br />plan, the Hawaii County long range land transportation plan (this is key for the Action <br /> <br />Committee to follow) and ultimately interacts with the STIP.
