Due to the population decline in Hamakua of the last 50 years and recent <br /> increase from 1990 to 2000 of 11.6 percent, there is still not much economic <br /> growth which under the present conditions is limited to the district, besides <br /> some farming. Residents of Hamakua, especially the young continue to leave <br /> the area because of the lack of employment opportunities. <br /> The coaching center meets the criteria of the goals and policies of the general <br /> plan, by creating more job opportunities to the area, whether it be working with <br /> clients or up-keeping with landscaping, farming and providing agriculture <br /> products to the community. <br /> The proposed use is an unusual but reasonable use of the land, which should <br /> not be contrary to the objectives to be sought by the land use law and <br /> regulations, which, for the agriculture and rural districts, seek to preserve or <br /> keep the land of high agriculture potential in agriculture usage. <br /> As noted earlier the proposed project would be within an existing permitted <br /> structure on the approximate existing 3.03-acre area already landscaped with <br /> foliage and fruit. (Figure 1A) The rest of the 29.680 acres will be used for the <br /> existing and new agriculture, involving employment opportunities for existing <br /> and new. <br /> 4H. ALISH CLASSIFICATION AND LAND STUDY BUREAU <br /> The subject property under ALISH classification is 1" prime land. The subject <br /> property has a good moisture content with annual rainfall at about 80 to 160 <br /> inches per year and soil depth up to 20 feet in most areas with little rock <br /> cropping. The land has approximately 50%of the property with slopes less than <br /> 20%for cropping potential and has enough moisture for common grown crops <br /> and may also be used for grazing. <br /> The subject property is currently being used as a congregate living facility with <br /> up to 8 residents that has been approved by the State of Hawaii Department of <br /> Health, please see attached license, in operation since May 11, 2022. Once the <br /> special permit is issued, a building permit for alterations will be submitted for/to <br /> the County of Hawaii, Building Department. <br /> In Conclusion, the proposed special permit request would provide services to a <br /> growing number of residents in Hamakua and help add to the economic <br /> growth and well-being that is needed in the area. <br />
