One of the foundations of the implementation process is the development of partnerships <br />and community/government collaboration. <br />Suggestions were made that the Committee be open to the possibility of <br />changing/adapting to differences that may happen. Such as needing to change the <br />Operating Guidelines (it was pointed out that the Guidelines of the Visionkeepers have <br />changed a number of times since inception). The most important aspect to keep in mind <br />that there must be buy-in with the community to make implementation a success. <br />The Visionkeepers produced the first Annual Report in August 2007, then in April 2008 <br />produce the Implementation Guide and most recently in December 2008 produce a <br />Progress Report. <br />3.KCDP Implementation. The Action Committee agreed to postpone this item until the <br />next meeting. <br />4.Planning Department Update. <br />a.Keohokalole Highway. Bobby Command provided the Committee with the status <br />of highway project with a PowerPoint presentation. <br />The draft Environmental Assessment has been released and can be reviewed on <br />the Office of Environmental Quality Control Website. <br />The design of the highway by Belt Collins is at 60% was shown to the committee. <br />There are three milestones that the consultants are trying to meet. First, that 60% <br />design of the project is completed by May 2009, Second that 90% of the design be <br />completed by June 2009, and the final design be completed by of August 2009. <br />The project has to be essentially completed, land purchased, Archeology <br />completed by August 15, 2009. The project must be “Ready to Advertise” by <br />October 15, 2009. <br />The Archeological study has been done specifically looking for burials and none <br />have been found, although other archeological sights have been found (but are <br />located outside of the road corridor). Similar sights that have been found have <br /> <br />also been found in the neighboring Queen Liliuokalani Trust lands that are better <br />preserved and QLT will be creating a preserve for those sights. Important to note <br />that the land that the road is located on was the personal lands of Queen <br /> <br />Liliuokalani and therefore there are few lineal descendants. <br />Action <br />It was moved by Fritz Harris-Glade, and seconded by Marni Herkes, to convey <br />the unqualified support for the Environmental Assessment for this proposed <br />project through a letter of support. <br />A roll call vote was taken and motion carried with seven ayes (Kahui, Herkes, <br />Harris-Glade, Matsukawa, Ward, Lawson and Melrose) and one absent and <br />excused (Palma-Glennie). <br />b.County Road Projects: on behalf of Crysttal Atkins, Deanne Bugado provided the <br />Committee with status of Kona Road Projects. (Please see the attached statement.) <br /> <br />
