Need to have a realistic calibration of building on a steep slope. What is a realistic <br /> <br /> <br />pedestrian shed in Kona. <br /> <br />What is a realistic landowner incentive to buy in to this new process. <br /> <br /> <br />Suggestion to view what Honolulu is doing to develop the TOD over there. They have <br /> <br />transition plans in the development of the TOD. <br /> <br /> <br />2. KCDP Implementation. <br /> <br />Priority Projects <br /> – the Action Committee approves that all of the priorities are still relevant <br />  <br />and discussed some of the implementation actions/initiatives that have occurred within the <br />  <br />Transportation Implementation Plan: Part A – Tran 6. <br />  <br />There was a motion by BoKahui and seconded by Bob Ward to revise the Priority Projects <br />  <br />list and move the Creating Open Space Network to the top of the listing and add the word <br />  <br />Plan. The motion passed unanimously. <br /> <br />South and Mauka Kona Initiatives <br /> – the Action Committee started to discuss the initiative <br /> <br /> <br />of the KCDP that address South and Mauka Kona. <br /> <br />Pending issues affecting mauka/South Kona: <br /> <br /> <br />The “waena” of Kona is shifting north <br /> <br />1)Mamalahoa Bypass- relieving volume of traffic with much of the through traffic <br /> <br />around mauka towns. Several merchants report stable business, as folks now feel can <br /> <br />pull out of the traffic and shop/dine. Need to create/enhance “sense of place” to <br /> <br />attract destination visitors, like Holualoa does. <br /> <br />2)County Offices relocation to new West Hawaii Civic Center. Mostly affects Kailua, <br /> <br />but some commercial rentals mauka too. 2011 adjustments. <br /> <br />3)Although several years away, University will relocate to its new Kalaoa site near <br /> <br /> <br />Palamanui, leaving lots of vacant space mauka. <br /> <br />4)Judiciary is again studying a new site for a consolidation to a Kona Judiciary <br /> <br /> <br />Complex in Kealakehe/Kalaoa. Will create a significant void. <br /> <br />5)Continued talk of the Hospital moving to new site in Kealakehe/Kalaoa. <br /> <br />6)The lack of social development rather than commercial development to support the <br /> <br />community. <br /> <br />The KCDP policies affecting mauka/South Kona: <br /> <br />1)Preserve Kona Coffee, rural villages and lifestyles <br /> <br />2)Protect open space and Agricultural <br /> <br />3)Direct growth toward and Strengthen existing communities <br /> <br /> <br />4)Existing rural towns be enlivened as rural TOD style TNDs <br /> <br />5)Agricultural subdivisions be clustered/Planned Unit Development to maintain <br /> <br /> <br />open/agricultural character <br /> <br />6)Recognize the multi-value importance of our mauka lands <br /> <br />7)South Kona water system to remain terminated at the Hookena junction, limiting <br /> <br />urban growth pressure south. <br /> <br />KCDP Projects/Facilities for South Kona: <br /> <br />1)Set up/Plan Kona Watershed Partnership/program <br /> <br />tm; šE <br /> <br />
