the Executive Summary. Susan did point out the VDG thoroughfares were done by their <br /> <br />transportation engineer after he toured/analyzed the entire island’s roadway system by bike. <br /> <br /> <br />The discussion then opened up to the public. The issues that were addressed or identified <br /> <br />were as follows: <br /> <br /> <br />Master Plans could possibly be done for areas with multiple landowners but that each <br /> <br />landowner could come in for permitting/entitlement separately. <br /> <br />The minimum acreage of the CDP will need to be amended down from the 80 acres <br /> <br />minimum required presently in the KCDP. <br /> <br />There is a need to do a translation map for the areas such as Kailua Town, this will show <br /> <br />for each parcel what transects match to the current zoning. <br /> <br />Possibly create a parallel code to utilize the VDG for the Kailua Town areas as a <br /> <br />alternative to a large scale project district application. <br /> <br /> <br />Possibly utilizing the TND project district, which will allow for smaller acreage <br /> <br />applications within the identified TOD circles. <br /> <br /> <br />The commercial minimums/requirements may not be viable for the district/area. <br /> <br />The Special District may be a competing interest in the development of true mixed use <br /> <br />commercial areas. <br /> <br />Clarification was made that the VDG is amendable by the Planning Director with the <br /> <br />approval recommendation by the Action Committee. Therefore there will not be a Rule <br /> <br />created to implement the VDG. Article 1 will be moved back into the VDG. <br /> <br />Width minimums and locations for the greenbelt can be added into the VDG. <br /> <br />T-5 does not have to be located in the center of a community. Usually the heart or center <br /> <br /> <br />of the TOD would be a civic space (a civic building or park) <br /> <br />The TOD’s identified within the KCDP would not create just one center or community <br /> <br /> <br />but it could create several, it depends on how they are developed. <br /> <br />Sprawl repair/ intersection repair to be included to provide “good” roundabout designs as <br /> <br />alternatives to standard intersection. <br /> <br />Architectural design standards included or not within the VDG or have them to be a part <br /> <br />of the TOD/project district application <br /> <br />Signs design standards are meant to address the scale of the signs (the size and type) not <br /> <br />the design of the signs. <br /> <br />The Palm Trees should be included back into the VDG. <br /> <br /> <br />Coconut trees should be allowed back in but not to be allowed within civic and <br /> <br />pedestrian ways. <br /> <br /> <br />2.3.3 (page 9) has been modified and has been re-located to page 32 <br /> <br />Many of the landscaping changes have been modified and relocated into another location <br /> <br />of the VDG. <br /> <br />tm;E <br /> <br /> <br />
