Kona HERITAGE COUNCIL <br /> Subject:Testimony—Oppose Rule 9-11 (4)Amendment <br /> Aloha Chairs DeFranco and Lin and Members of the Leeward and Windward Planning Commissions, <br /> On behalf of the Board of Directors of Pulama is Kona Heritage Council, <br /> Pulama OPPOSES this amendment until these conditions can be met: <br /> 1. Written Description—The Planning Department must clearly document that this <br /> • is prepared under signature of the Planning Department (not just a pass through from the <br /> applicant) <br /> • AND that it reflects adequate diligence (complies with the requirements and rules as a CLG <br /> (Certified Local Government)) <br /> • AND that it includes the CRC's (Cultural Resource Commission) review, information and <br /> recommendation BEFORE it is submitted. <br /> 2. Archaelogical Inventory Report-must restore original item (A). Until the CRC can be adequately <br /> integrated as the primary authority role in this procedure, to"protect and preserve natural and <br /> manmade historic resources",this submission should at least include the inventory report by a <br /> licensed archaeologist,AND that is reviewed and commented on by the CRC BEFORE being sent <br /> to SHPD for review. <br /> Pulama's concerns: <br /> It is unclear the current workflow (process) by the Planning Department adequately <br /> complies with HRS Section 2015A-2, subsection (b) Objectives. <br /> (2) Historic resources; - (A) Protect, preserve, and, where desirable, restore those <br /> natural and manmade historic and prehistoric resources in the coastal <br /> zone management area that are significant in Hawaiian and American <br /> history and culture. <br /> 1. How is the Planning Department pulling together information to support drafting the <br /> submission?Does the Planning Department proactively: "...maintain a system for the survey, <br /> inventory and nomination of historic properties and archaeological sites within the county, as <br /> well as a system of site monitoring,that is compatible with that of the State Historic Preservation <br /> Office? (County Chapter 2 Section 229-1a Powers and Duties of the Commission—(3)1" <br /> 2. How is the Planning Department ensuring: "The (CRC) Commission shall provide design review <br /> for projects affecting any building or structure, site or district eligible for listing on the National <br /> or Hawaii Register of Historic Places and shall request and consider the State Historic <br /> Preservation Officer's review and comment on all county undertakings, including the granting of <br /> permits. In its review,the Commission shall consider the cultural significance of the site and its <br /> surroundings along with the United States Department of the Interior,Secretary of the Interior' s <br /> Standards for Rehabilitation, as amended.
