acres of land. The location of this application is within North Kohala. More specifically, we are <br />looking at Akoni Pule Highway moving in an east-west direction; we have Kynnersley Road <br />moving in a mauka-makai, or a north-south direction, as well as Hawi Road. The area of the <br />application is identified with a black outline. The colors on the map identify zoning; the darker <br />green color is signifying the Agricultural 20-acre zoning, and the darker yellow is signifying <br />Single-Family Residential 15,000 square feet. This particular property has what we call split <br />zoning; there are two different types of zoning on the property – we have Agricultural 20 acres <br />as well as a portion of Single-Family Residential 15,000 square feet. Additionally, on the State <br />Land Use designation we have Agriculture for the majority of the property and Urban for the <br />Single-Family Residential. <br />The applicant is requesting a State Land Use Boundary Amendment from Agricultural to Urban <br />for that portion that is in the Agricultural zone to be able to make it all in the Urban zoning. <br />Additionally, they are requesting a Change of Zone from Agricultural 20-acre to Single-Family <br />Residential 15,000 square feet. And this will be for 3.475 acres of this 3.9-acre parcel of land. <br />The reason for the request, the applicant is proposing to construct a new Kohala Public Library; <br />this will replace the existing public library that is the only one in North Kohala, identified as the <br />Bond Memorial Library located in Kapaau. This will be a single-story building approximately <br />5,875 square feet in size, and will have associated improvements including access and parking. <br />This is a site plan submitted by the applicant. On the left side of the map we have Akoni Pule <br />Highway; access will be directly from the Highway. You can see the paved portion identified in <br />a light gray color. The red identifies the location of the new public library. This is a floor plan <br />of the library itself. <br />The Planning Director is recommending that the Planning Commission send a favorable <br />recommendation for both requests to the County Council. Are there any questions? <br />WATANABE: Fellow Commissioner, do we have any questions for staff? It doesn’t <br />seem like it.
